Looking at this deck, Master of Cruelties comes to mind. Also Din of the Fireherd, Hellhole Rats and, Sword of Feast and Famine are nasty. The deck does not have much ramp. I would suggest adding cards like Sol Ring, Darksteel Ingot and, Commander's Sphere. Also cards like, The Eldest Reborn, can help if you are playing against more then one opponent. But other then that, this deck looks great!

Out of your big cards, the ones that seem to cost way too much mana that don't do too much are Cruel Reality, Price of Knowledge, Sanguine Bond, Hellhole Rats, Brimstone Mage. For what they each want to do, I feel your deck doesn't do enough of them. I can understand if you like some of these enchantments because they're fun but if you're looking for stuff to cut def go with these.

Would def cut out some cards that have creature synergies such as Rakdos and Purphoros since you don't have a lot of creatures. Usually just looking to stax people out with enchantments rather than kill with creatures. Would recommend some more ramp and a personal spicy card to hit a lot of enchantments for free Hazoret's Undying Fury.

Deck:Cult of Rakdos EDH

So far I an pretty happy with how the deck plays. It does it's thing well and more importantly it's fun as all hell.

There is however a list of cards I want to add but I'm unsure whether I should and if so, what cards to cut in their place.

A card I really enjoy in a discard deck is Hellhole Rats: it discards, deals damage, and has haste pretty well rounded.

A better option that the black cat could be Ravenous Rats or Rotting Rats - if you don't mind discarding yourself, because the card doesn't have to die to get the effect. If you keep the rat thing going with Sanity Gnawers and you can include Swarmyard <-- this could also cast reality smasher as well as Graven Cairns, Tainted Peak, Sulfurous Springs, Rix Maadi, Dungeon Palace, or Lantern-Lit Graveyard/Cinder Marsh if you still wanted to SMASH!!

If you want to focus on discard, I'd remove the following: 1x Goblin Fireslinger, 1x Disentomb, 2x Dash Hopes, 2x Dragon Fodder, 4x Shamble Back,

and add the following: 2x Wrench Mind, 4x The Rack, 2x Duress 1x Despise 1x Gurmag Angler

Alternatively, you could run a small 'rat tribal' theme that discards your opponent's cards as your creature base instead of what you have now. Sets of Ravenous Rats and Pack Rat along with your deathtouch rats could be good in place of your other higher-cost creatures. Rotting Rats is another one that makes your opponent discard, but you do too. Sanity Gnawers also forces your opponent to discard and is in your colors, as well as Hellhole Rats. You certainly don't need to go the rat route, but it does sound like you want your deck to beat down while discarding your opponent's hand, and rats were the first thing that popped to my mind.
