Bothersome Quasit
Creature — Demon
Menace
Goaded creatures your opponents control can’t block.
Whenever you cast a noncreature spell, goad target creature an opponent controls. (Until your next turn, that creature attacks each combat if able and attacks a player other than you if able.)

Nightmare Blunt Rotation (WIP)

No prob! I will preface that most of my experience with Goad primarily comes from the Mardu slice of the options available. In case you want to look at a more comprehensive list of the various Goad options in all colors.
From my own personal experience, I'd recommend the following:
-
Bothersome Quasit - Fairly low to the ground & not color intensive for your deck. Also helps open up aggro lanes for additional chaos.
-
The Sound of Drums - I'd recommend something like this or Ghoulish Impetus, which can both be replayed, while the other Impetus cards are kinda one & done once the creature they're on dies.
-
Disrupt Decorum - A pretty classic & budget option.
-
Nelly Borca, Impulsive Accuser
- She can Suspect/Goad creatures repeatedly as long as she sticks around. Her draw ability also incentivizes and rewards your opponents to smack each other, which can play into that chaotic feeling.
-
Vengeful Ancestor - Another repeatable Goad option
-
Karazikar, the Eye Tyrant
- Opens up aggro lanes and also forcibly rewards/incentivizes your opponents to attack each other.
They're all pretty fun options to try out. If you ever want to build a straight up Goad deck, I highly recommend giving Nelly Borca a try, she's a lot of fun.

Queen Marchesa Monarch EDH (needs help)

Hey there, I saw your deck title and wanted to offer some general suggestions after taking a quick look over your deck. Since it seems like you don't have a particular budget, I'm going to offer some different options with that in mind. Have you had a chance to play this deck irl, and are there aspects of it that felt most fun, or inconsistent to you? Some general suggestions:
-
I'm seeing about 5 cards that have everyone vote, and 2 that give you additional votes. This seems like a really small subtheme that I think you could cut all 7 cards if you aren't super tied to them.
-
In regards to your early game ramp, I think you could swap out your Orzhov/Boros/Rakdos Signets or 3-mana rocks for stuff like Talisman of Hierarchy and the others in Mardu colors.
-
If you end up replacing the Voting cards, I'd highly recommend adding some Goad to your deck, especially since Mardu has a lot of awesome Goad support. It's hard for your opponents to become Monarch if they can only hit each other.
I figured I'd list out the recommendations here since there's a decent chunk of stuff that you could swap in. I've played with all of these cards at some point in decks I currently own, or used to play:
Creatures
-
Kardur, Doomscourge - Excellent, especially if you can recur him or blink him somehow.
-
Nelly Borca, Impulsive Accuser
- Although she rewards your opponents with draw, it helps to incentivize attacking each other, even if their stuff isn't Goaded.
-
Vengeful Ancestor - A means of getting repeatable Goad.
-
Karazikar, the Eye Tyrant
- Similar line of thinking as Nelly, but it a bit more mean.
Non-Creature spells
I'd recommend checking out EDHRec Mardu Goad page to see some common picks for decks with this theme. I think this could be a helpful resource for potential swaps that are still on theme with what Marchesa wants to do.

If you'd like more goad, I'd highly recommend Taunt from the Rampart. It can either buy you a turn, or basically clear away all blockers for you to alpha swing everyone if you have the means to.
Agrus doesn't Goad on his own, & would only Goad if Nelly is also out. Suspecting opponents' creatures without Nelly might not be as good on its own since it doesn't incentivize opponents to attack each other beyond giving their creature Menace.
There's also the classics Kardur, Doomscourge and Disrupt Decorum if you want more mass Goad effects. Bothersome Quasit is another option.

The GOAT of GOAD

Phyrexian Reclamation would be a great way to repeatably get Kardur back and avoid commander tax.
Try Plumb the Forbidden in Read the Bones slot. Just sac'ing Kardur nets you the same 2 cards but the ceiling is much higher and it's a sort of anti boardwipe tech that keeps your grip full afterwards.
Pain Magnification can be triggered by you or your opponents (just not against you). This card could be bonkers here. I think of it as a "curse all opponents" effect.
Emberwilde Captain is good card draw here, deters attacks when you can't goad, and the monarchy is easy to hold if you goad consistently.
Karazikar, the Eye Tyrant is admittedly a bit group huggy, but it is an excellent source of card draw that goads.
Bothersome Quasit will turn the chaos up to 11 if you can consistently goad.
Vengeful Ancestor is another fun card in goad decks. It's especially punishing against go-wide strategies.
Anyways, I hope that helps. I ran Marisi for goad personally but am familiar with the archtype. The deck looks good.

How about Bothersome Quasit mono-red spellslinger? Goad everything and nothing can block. Sounds like a blast for me!
Another crazy one would be Daring Thief. Load up your deck with tap/untap effects and things to make random junk tokens and just take all the good stuff!

Bothersome Quasit and Bedlam allow you to goad unimpeded. Bedlam is a bit ballsy and has the potential to backfire but the quasit is worth its weight in gold here.
Vengeful Ancestor is a stud here.
Beloved Chaplain, Soltari Foot Soldier, Soltari Champion, Soltari Visionary, Spirit en-Dal, Spirit Mantle, and Champion of Lambholt will ensure you get through in combat to goad someone.
Authority of the Consuls in addition to Urabrask makes it so every hastey boy isn't sent your way and makes it impossible for your opponents to play fresh ungoaded blockers.
I've also had really good results out of 'deals combat damage to an opponent' effects due to a lack of blockers once a goad chain gets going. Stuff like Aerial Extortionist, Ancient Gold Dragon, and Scepter of Celebration.
A pet card of mine that's hilariously effective here is Kusari-Gama. It'll get your big boys through or wipe their board. Equip it to Soltari Guerrillas to ensure no one can block ANY of your creatures without immediate retaliation.
Anyways, feel free to check out my list for ideas. Upvotes on any of my decks are appreciated. Marisi the Pimp - (Combat) Trickin' Hoes

I think you're right except the part about tramplers going through similar to removing a creature from combat.
All damage during that combat phase would occur normally. Blockers have been assigned before any damage is resolved. Say you had the two creatures on the field and attacked with Atarka, World Render, it would follow as normal: attack, opponent assigns blockers, first/double strike damage resolves(triggering Marisi, Breaker of the Coil's second ability, triggering Bothersome Quasit's second ability), normal damage resolves.
However unlike sacking a creature, e.g. Sakura-Tribe Elder, any blockers would still be on the battlefield and be able to absorb some of the damage from your attackers(even those with trample/double strike), even though they are now goaded and unable to be assigned as blockers in the future. They have the status of blocker for the current combat phase which is not removed until the end of combat or they are removed from the field. I'm curious if this makes sense or what you and others think.

If I have Bothersome Quasit, Marisi, Breaker of the Coil, an unblocked first/double strike creature, and some blocked creatures. What happens with the blocked creatures when the first/double strike creature deals combat damage to a player and all their creatures become goaded before normal combat damage and can no longer block?
I'm guessing my guys are still considered blocked but neither attackers nor their blockers would deal damage barring my attackers having trample (similar to removing an already declared blocker before damage)?
