What do you think could possibly save the "story" of the Phyrexians? I have an idea that could serve as a prompt: Commodore Guff is back at his old tricks of messing with the Phyrexians - this time preventing their victory against the multiverse. When Phyrexia was at war with Dominaria, Guff literally rewrote the book the reader was reading to undo the original timeline of a Phyrexian victory as depicted in Guff Rewrites History.

+1 Whenever a vehicle you control attacks and isn't blocked, create a gold token and a treasure token.
-3 Draw a card, then discard a card. ~ deals damage equal to the discarded card's mana value.
-X Put a shield counter on X target permanents as if they don't have Hexproof, Shroud or Ward.

Bo Levar can be your Commander.
I built the card around Bo Levar's Lore and the cards associated with him. I picked Bo because Freyalise, Llanowar's Fury, Commodore Guff, Tevesh Szat, Doom of Fools and Lord Windgrace already have planeswalker cards.
Repeat. Or create a vehicle card named Titan Engine. It can only be crewed by Planeswalkers.

For the sake of completeness: Commodore Guff
Yes, that works, assuming you're asking about attacking and dealing combat damage. Any combat damage dealt by a commander is "commander damage". It doesn't matter whether or not the card itself was originally a creature card. The rule covering commander damage doesn't make a distinction:
903.10a A player who’s been dealt 21 or more combat damage by the same commander over the course of the game loses the game. (This is a state-based action. See rule 704.)
