Katara, Bending Prodigy

I was doom scrolling when I stumbled across a short were some mtg influencers were talking about how they don't appreciate Uncommon/weaker legendary creatures, they used Katara, Bending Prodigy, as an example of a card that shouldn't be classified as a legendary, or ever used as a commander(apparently they've never heard of pauper commander, or even the legends block)

But since I disagree, Katara has the potential to be one of the most opressive Mono Blue Commanders, due to the strength of the Waterbend ability when used in conjunction with Winter Orb,Static Orb, and Howling Mine.

I will admit she is not in the same class as Urza, Lord High Artificer, but she can still Command a deck.
