Strongarm Tactics niche. Kind of a "damned if you do, damn if you don't" kind of card.
Noxious Vapors potential.
Pulse of the Dross the deck looks like it leans Hellbent. This is a great discard outlet with built in Buyback.

Less what you want but still in the ballpark include Diplomacy of the Wastes, Faith of the Devoted and Feast of Sanity for symmetrical discard, Gibbering Descent, Midnight Oil if you can find a way to gift it but I'm not sure black is able to do so, Strongarm Tactics, Torment of Scarabs, Urgoros, the Empty One, Westgate Regent. Hope some of these suggestions help!

Also if you don't care about legality there are a few good cards such as Forsaken Wastes Tyrant's Choice and unlikely but possibly Strongarm Tactics :)

Would recommand removing 3 to 7 basic lands and I suggest these budget cards: Capital Punishment Creeping Dread Strongarm Tactics Khorvath's Fury Rackling Wheel of Torture Outpost Siege Oracle's Vault War's Toll Call to the Netherworld ... Sire Of Insanity if you feel evil.

Looks like fun. Just wanted to put my comments in a place you can find them easier.
Not a fan of Ill-Gotten Gains , it allows your opponents to get back the good cards you forced them to discard earlier in the game.
Strongarm Tactics and Smallpox are card disadvantage for you. You lose two cards and your opponents each lose one.
Tree of Perdition seems bad, but might be pretty good with negative power creatures like Death's Shadow .
Adds? Necrotic Ooze , because activated abilities happen Angrath, the Flame-Chained , Burglar Rat , and Arterial Flow make your opponents' discards happen Sire Of Insanity and Mindslicer are pretty mean, but at least everyone is stuck in topdeck mode. If you want to be "fair" you could play Awaken the Erstwhile so at least people get some creatures when they discard.
Malfegor , enables your discard and kills stuff.
Liliana's Caress , and the more expensive Megrim , Waste Not , and Geth's Grimoire , since you are making people discard you should trigger something in the process.
Torment of Hailfire .... Oh, I made you discard your hand and you have no permanents left? I guess this is a Fireball .
