I would just like to note, the artwork of a bird deck is very important.

Instead of basics from Dominaria, the Plains from Mirage have birds in the art: Plains

As for Swords to Plowshares , I'd recommend the Ice Age printing: Swords to Plowshares .

It's a crime to not run Soraya the Falconer . She is of the uttermost bird-kind.

Aerial Assault , Howling Mine , and Disenchant all have birds in the art and are some of the better options.

Kirtar's Wrath is an on-theme, bird wrath. In regards, Lieutenant Kirtar , Commander Eesha , and Major Teroh are each birb necessities. They were at the behest of The Order on Otaria, Dominaria.

For an actual suggestion, Abolish is an underrated card with much application. But you must further your bird-game. Make haste!

Purphoros, God of the Forge is a decent mono-Red commander. I would argue he makes a better tribal goblin commander than zaneanderman's suggestion of Krenk, Mob Boss.

For mono-White, here's a couple neat options, bushido_man96's suggestion of Sram, Senior Edificer is solid. Card draw is scarce in mono-White, so having a commander who provides card advantage is invaluable.

Some other options to consider:

  • Isamaru, Hound of Konda can be surprisingly explosive as a Voltron commander, as you can start swinging for commander damage on turn two. Personally, I find its strategy a bit too straightforward for my taste.

  • Odric, Lunarch Marshal can be good for a lot of different, interesting creatures.

  • Eight-and-a-Half-Tails has very interesting abilities and can make for some fun mindgames with your opponent.

  • Avacyn, Angel of Hope is very powerful, and combos nicely with Wrath of God.

  • If you're looking for a less popular commander, you could try Soraya the Falconer. Unfortunately, mono-White, particularly mono-White birds, are not great alongside Banding. But, if you could make it work, you'd be in the interesting position of using (and explaining) one of Magic's unfairly maligned abilities.

I mean, we should probably talk about that big ol' elephant in the room: Banding.

Banding is one of those abilities that should work. There are plenty of absurdly powerful combos you could assemble--I've always thought a combination of Breaker of Armies, Stuffy Doll, and Cooperation would be rather fun. On defense, a creature with banding can completely block a creature with trample, which is absurdly good, particularly given the numerous ways of giving creatures indestructible.

Now, it's pretty clear that I love the concept of banding, but there are several reasons why I do not think it worked.

  1. Banding requires tremendous support to excel on offense, but is from an era of Magic where cards tended to be less complex. There really are not any creatures that both have banding and a way to abuse it.

  2. Wizards had not quite figured out how to cost creatures with abilities when banding was released. 1/1s with banding (Benalish Hero and Timber Wolves) for 1 mana is quite reasonable--this is a card you want to throw in front of a trample user to buy you time. But it will not really help you much on offense. But once you start getting larger creatures like Benalish Infantry, the cost feels wrong--you're paying far too much for an ability that heavily requires other cards.

  3. Often times, banding creatures together makes them worse in combat. There are some combos you can use, but none of those combos work well with the existing set of banding cards.

  4. It's a wordy nightmare. I'm no stranger to complex legalese, and banding still gives me a bit of a headache.

  5. While nothing else really compares to banding's blocking ability, there are far, far better pseudo banding options for offense such as Odric, Master Tactician.

  6. The current selection of banding cards are far, far too slow for Legacy and Vintage, leaving only Commander. There are only two legendary creatures with banding. Ayesha Tanaka is just terrible, with a small body for 4 mana and an extremely situational ability. Soraya the Falconer has a wonderful ability to confer banding... but only to birds--a tribe which does not really have the support necessary to break banding.

Soraya the Falconer might be helpful.

For 3 mana, you get +1/+1 to each of your creatures. But, more importantly, Soraya allows you to spend 2 mana to completely block any creature with trample. Not too shabby if trample is an issue in your meta.
