Each player chooses a number of lands they control equal to the number of lands controlled by the player who controls the fewest, then sacrifices the rest. Players sacrifice creatures and discard cards the same way.

psionictemplar yes! There was a period where I tested Dominance to free cast Bloom or Restore Balance. Not sure where I sit on it right now... I will consider Talisman of Conviction? I need to work on the manabase and such. Thanks for the suggestion!

Some examples of As Foretold decks are here : example 1, example 2, example 3, example 4. You'll note that the common theme is that As Foretold is only useful for cheating out cards like Ancestral Vision, Crashing Footfalls, and Restore Balance. These decks also use stuff like Electrodominance and Finale of Promise to ensure they're able to cast those no-mana spells reliably.
I don't think there are many Oracle's Vault decks out there because the card is just bad, and requires a lot of support to even remotely do anything - on top of that it's super-slow and super-easy to disrupt. I found this deck that plays it, though the deck itself looks pretty janky, and i'm not convinced it would be any good, especially for the amount of $$$ it costs.
There won't be any decks out there that use both of those cards together, as they're both trying to achieve very different goals (and on top of that Oracle's Vault isn't really very playable).

I like the idea. I realize it’s not the direction you’re going, but I’ve always liked Ancestral Vision and Restore Balance if you decided to go more of a control direction

Tibalt's Trickery isn't legal because of the 4x Violent Outburst + 1x Tibalt's Trickery + 4x Emrakul, the Aeons Torn deck.
About the deck, it seems to be a little unfocused. Although Shivan Meteor is a suspend card, it isn't that good unless you're hitting your own Boros Reckoner with it. Similarly, Reckoner doesn't have much synergy with the rest of the deck either.
Also, I definitely think it would be nice if you could work in a few more "unfair" elements of suspend to the deck, as opposed to using suspend to turn a Rift Bolt into a bolt or a Gargadon into a goyf. One nice unfair suspend interaction is the Greater Gargadon + Restore Balance combo for example. And then there's all the ways to cheat in suspend cards like Electrodominance, Kari Zev's Expertise, cascade cards, etc.
In this deck, Fury Charm doesn't seem that great. Only the destroy artifact mode is any good, and then its just a worse Smelt. I don't think I need to explain why the second mode isn't great, and the third mode turns Gargadon from "1R, wait 4 turns" into "2RR, wait 2 turns and also go down on card advantage". The reusable time counter removers are way better.
Also unsure about 4 maindeck Spellskite, especially given that I think you want to be dropping a timebug or suspending a gargadon on t2. Seems more like a sideboard card.
For the sideboard, I don't think you need 4 Needles.

Have you considered Fall of the Thran , Cataclysm , Restore Balance , Magus of the Balance , and/or Storm Cauldron ? All are fun stax/land destruction pieces.
Constant Mists and Glacial Chasm might be good stall pieces until you can get a win-con going.

Vadrok looks really sweet and fresh! I’ve been brewing it after seeing your requested commanders video.
My comfort zone is green creatures, stompy, and overrun, so I might use this to branch into a stax/control style. It’d punish crazy ramp and board states, bringing them down to my level, white—style. Recurrable ones include Restore Balance , Smoke , AEther Barrier and Soul Barrier , and your Culling Scales . Some cost more than 3 but are still effective - Damping Engine , Portcullis , Noetic Scales , Incite Rebellion .
I guess from there, win by attacking? Or find a combo. It’s a case of decision paralysis atm, but it’ll be easier to shave down once I decide on a direction.
