I need a counter deck to Nissa, VoZ

I am lookin for a build to counter the Nissa, VoZ deck, the one from the Duel Decks- Nissa vs. Ob Nixilis.

Requirements:

-I'd like the build to NOT include a planeswalker

-I'm looking to spend 20ish dollars

I'm still new to Magic and hoping to learn. A lot of the jargon here is still new to me.

Your help is much appreciated!

5 dollar infect. It's a ton faster and 10 times cheaper than your budget. Unless you're looking to get to that 20 you can make it a ton better with dual lands. Something to look into :P

The keyword "infect" (search it in the advanced search if you aren't familiar) is super controversial because it was literally designed to feel un-fun. It will kill your opponent, but you might not have fun after 5 games.

I would suggest either a) the Ob Nixilis deck minus Mr. Nix, or b) a UW control/tempo deck.

For the UW control, effects like Reflector Mage put the hurt on +1/+1 counters and tokens, while you have things like Cast Out or Ixalan's Binding to answer planeswalkers. Counterspells like Cancel or Negate stop threats before they hit the field. Then, you can finish the game with a big flying creature like Guardian of Tazeem or something, once your opponent is behind.

Do you have any existing decks you can work from?

Regardless, I'd strongly recommend looking through Saffron Olive's Building on a Budget column over at MtG Goldfish. Most of the ones featured have a "ultra-budget" version listed down towards the bottom of the article that can be built for under $30.

At the very bottom of that link I posted is the full list of budget decks for Modern you can check out. Look through those for something that piques your interest.

Other suggestions I have are:

Along with what Sylvannos was saying, I can vouch for a few of the decks in that list.

Storm is relatively cheap minus the lands - if you get the base of storm the most expensive card in it will be the play set of Gifts Ungiven and then the one to two copies of Past in Flames. You could probably put the whole deck together for 50 or so dollars and just use islands and mountains. And you have a deck that's actually relatively competitive.

Mono green stompy was one of the first decks I played. Very cheap but still pretty competitive - I still have my build from two years ago.

Elves, which wasn't on his list, is also relatively cheap and still effective - anywhere from 30-50 dollars for a decent deck, and you can make it mono green so you don't have to go crazy with land and mana fixing.

Mono-red burn is good too. Very cheap, very simple but it gives that not so fun infect feel because you just kill everything your opponent has or damage them straight to the face - very uninteractive.

As I said, infect - cheap, fast, but it isn't very fun. It will win, that's all.

White weenie is also pretty good. It's a mono white life gain deck that uses Ajani's Pridemate to make a huge, hard to deal with creature. Has good protection and very hard for low tier decks to beat. An upgrade from that deck would be adding Serra Ascendant to make it not budget.

I would go with a monoblack control deck. 4 Smallpox, 4 Innocent Blood, 4 Reassembling Skeleton, some Mutilate, Butcher Ghoul, and Despise. Add in some more spot removal, perhaps also recurring creatures, a bit of card draw, and a couple of beefy finishers - and that's a deck. The general idea is to kill all creatures until you are the only one having anything left, and win with that (even if it's a 1/1 creatures you attack with 20 times).

Here's a pile of decks on that general idea, which is pretty cheap to build. But, playing it... sry about losing your friend. https://mtg-peasant.com/search/?A=37

What the guy above me said, 24 swamps 3 Nightmare, sets of Tendrils of Corruption and Corrupt and Read the Bones

Gurmag Angler and Duress would be good in that deck

APPLE01DOJ normally I'd agree on Duress (and be against Despise), but in this case, the meta consists of 2 decks, of which this is one. And the other deck is almost only creatures.

Skeletal Scrying goes well as card draw with Corrupt and Tendrils of Corruption.
