Joraga Invocation ? Seems worse than something like Overrun . And in a deck where you are casting a lot of colorless spells, Chromatic Lantern seems expendable.

Some good lands that you could add to the deck that aren't extremely expensive would be Nykthos, Shrine to Nyx, Oran-Rief, the Vastwood, and Pendelhaven.

Some other potential additions could be Growing Rites of Itlimoc  Flip which is basically a cheap version of Gaea's Cradle. You could add Beast Within for removal. Caged Sun is good for Ramp and also gives +1/+1. Harmonize for card draw. Overwhelming Stampede and Beastmaster Ascension for big buffs.

Some cards that may not be necessary could be Kamahl's Druidic Vow because there are only 4 legendary permanents that it can hit. It is definitely not a bad card by any means especially for ramp. Another would be Joraga Invocation because you probably don't necessarily want your creatures to be blocked if your are buffing them.

One of my friends runs a mono green elf tribal and he runs Lead the Stampede. I think that might be a good idea, as you need to keep fueling your barrage of elves. I don't know about the Skysnare Spider or the Managorger Hydra. They're good cards, don't get me wrong, but I don't know if they really fit what the deck is, ya know? I don't know how competitive you're trying to make it, but Door of Destinies is always a fun card to use in a tribal deck as well. you could also consider Beastmaster Ascension if you wanted to. I might consider those over the Joraga Invocation. Elves are always fun to play with!! the deck looks cool

How about Joraga Invocation I know it's really expensive, but you have 8 elves out that suddenly become 4/4's MINIMUM and have to be blocked, you should win that turn or the next at the least.

Run Noble Hierarch, Elvish Mystic, or Birds of Paradise instead of your other mana ramp creatures. Instead of Worn Powerstone, use Ancient Tomb. I would add some fetchlands alongside your basic lands. Also, remove Pack Hunt because you have very few creatures, and only one repeat. I would add more copies of Elesh Norn, Grand Cenobite to make your combos more consistent.

Remove Shape the Sands and Pressure Point for removal such as Wrath of God, Swords to Plowshares, or Path to Exile. Same with Marrow Shards. Exoskeletal Armor and Crawling Sensation don't have synergy with the rest of the deck; they should be removed as well. I would replace Joraga Invocation with a stronger buff card like Craterhoof Behemoth for your finisher.

I have a fairly similar elf deck. I like to use Joraga Invocation instead of Might of the Masses as it gives +3/+3 to all of them.

Joraga Invocation personally not a fan of this spell. I would trade it out for direct kill spells like Murderous Cut, Grasp of Darkness, Ruinous Path or instant speed inflate spells like Butcher's Glee, Become Immense, Might of the Masses, Titanic Growth.

Creature option you might want to consider is Sylvan Advocate. While you don't have any spells that makes your land into creatures, he still is a good value 2 drop that has vigilance. Honestly not sure how well he will do for your deck but looks like he might be useful.

Another new card to consider is the Tajuru Pathwarden as he gives you a beefy creature to swing in at your opponent with. The fact that he has trample and vigilance makes him both good at offense and defense.

Everything else looks like it should work well enough considering budget theme. Best of luck with deck.
