I want to make a commander deck based around forcing things to happen at sorcery speed. Any suggestions? Here's a link: http://tappedout.net/mtg-decks/dromokas-justice-1/?cb=1590182091

City of Solitude is a great start! And perhaps some other taxing effects like Eidolon of Rhetoric?

Add Grand Abolisher for redundancy maybe? Would you be up for the idea of Dragonlord Dromoka in the 99 instead? I ask because I think adding blue would help your intended strategy so you can add Teferi, Mage of Zhalfir, and Teferi, Time Raveler among others. As for a bant commander I cannot say at this time... I meant to read before bed not really make responses XD.

Mj3913, I (Politely) refuse to add blue. Blue is evil. T'is the colour of counterspells.

What if I persuade you in a different direction? Now that we have established there will be no blue tainting this honest list, are you regardless opposed to Dromoka being in the 99?

Marisi, Breaker of the Coil still has a similar ability (albeit slightly worse yes but with a nice trade-off: red).

Now, I know what you're thinking. "But ANemoAcids, how does red help in any way? Surely red is just as evil as blue?" Well, maybe, but it does have a unique set of cards that are about punishing instant speed play...

War's Toll, Price of Glory, Manabarbs. (Toll and barbs goes nicely with a card like Ghostly Prison might I add). Stranglehold and Blood Sun help keep a game honest but some people don't enjoy the extreme tax.

Also, Dosan the Falling Leaf is an obvious include, Defense Grid.

Remember, there isn't enough cards in the game for you to support doing this exclusively; and it would be kind of weird. The only thing you do is stop instant speed spells. Hope of Ghirapur might help as well. Harsh Mentor discourages abilities and those are instant speed usually.

So you do want some other gameplans, and marisi goads people, so now you've got a filler mechanic, next you add Gahiji, Honored One and you've got a good theme that will give you some actual wincons. You're in Naya colours so you'll have no shortage of strong creatures to pick from for a big beatdown + pillowfort/goad package.

First, Blue is a lot better in 1v1 than multiplayer -- counterspells suck in multiplayer. Dunno why people don't like countermagic, though, it's only oppressive when paired with absurd card draw.

Anyways, Leonin Arbiter, Spirit of the Labyrinth, Thalia, Guardian of Thraben, Ethersworn Canonist, Rule of Law, Winter Orb, Static Orb, Ghostly Prison, Island Sanctuary. White is really good at stax, and white/blue is only better at it(mostly because of card draw for consistency).

I don't want to be mean and controlly, I want to punish others for being mean and controlly.

You could really throw them for a curve... Mono Blue Control/Stompy with no counterspells. XD. Keep available just to always make them think about every play they make. Typically though you fight fire with fire as the saying goes (or counter with counter, control with control).

Have you looked at other cards that can't be countered? Perhaps this would convince you on another color, or just give you more ideas. Green seems to have some other choices, white not so much (next to none), blue has a lot, then red, and last black. But if you're set on Selesnya then Stax is probably the direction you'd be going I imagine.
