This deck takes the concept of Lobotomy and uses in modern. Because of the abundance of free counter spells in modern, removal Abrupt Decay and Long Goodbye cant be countered, and Extirpate as well since it has split second.

Lobotomize:

Shimian Specter, lobotomy on a stick.

Unmoored Ego, can hit basic lands, if needed.

Extirpate, hits 4x if target is in the graveyard and has split second.

Surgical Extraction, hits 4x if target is in the graveyard and sometimes free cast.

Haunting Echoes is the granddad of Surgical Extraction, by hitting all cards in graveyard.

Removal: Abrupt Decay, hits most everything and can't be countered.

Long Goodbye, same as Abrupt Decay, minus green and can't be countered.

Assassin's Trophy, removes a permanent. Can also be used post-unmoored ego after basics have been lobotomized.

Winds of Rebuke unsummon, which helps put a creature back in a zone we can remove it, then mills 2.

Utility: Snapcaster Mage, recur your lobotomies or removal.

Glimpse the Unthinkable cracks open a delicious library if there's issues with removal or opponent plays draw-go.

Finishers: Carnage Tyrant, hexproof, trample, can't be countered.

Lumbering Falls hexproof, 3/3, manland.

Restless Reef, not hexproof, 4/4, but does mill an opponent.

Jace, the Mind Sculptor, traditional slow blue finisher.

Jace, the Perfected Mind, newer blue finisher.

Sideboard and maybeboard: I'm not terribly sure what would be great here.

Shadowspear gives assistance with targeting, and may be a lifelink opportunity.

Damnation is more removal for agro.
