What a cool deck! It seems to me that you might find pleasure in running Mind Unbound as opposed to Mystic Redaction.

From the looks of this deck you've done a good job with mana efficiency.

Also, its important to remember the color identity rule. I'm a little spotty on multi-colored lands, but Nihil Spellbomb and Simic Locket could be seen as a violation of the rule.

With Bruvac as your commander, redundancy in instant win plays is important. Which is why I recommend adding Cut Your Losses and Fleet Swallower.

You've done good putting in cards that mill each opponent. This will help get around spells and abilities that give your opponents hexproof. With all the draw spells, may I recommend adding Psychic Corrosion? This will mill each opponent as you draw. In fact, if you add Jace's Archivist it will not only feed into Psychic Corrosion, but Fraying Sanity as well. In which case you may also want to consider adding Mystic Redaction to your deck.

Also, with your desire for Counter spells, you may want to look for spots for Countermand, Didn't Say Please, and Thought Collapse. While you cannot counter a card like Carnage Tyrant, you can still target the spell and force the spell's controller to mill.

At this stage keep Into the Roil in your deck for as long as you can. Outside of counter spells, this will be your best defense against Wheel of Sun and Moon. May I also suggest Nevinyrral's Disk? Not only is it another way to deal with Wheel of Sun and Moon, but also serves as a board wipe.

Also, I'd highly recommend Drowned Secrets since you're running a mono blue deck.

If at some point you choose to shift some of your deck towards more creatures, may I recommend Persistent Petitioners? With Bruvac also being an advisor, you can give him something to do other than sit around and be a target. And at 3 toughness, each copy can buy you some time against a battlefield of 4/4 tramplers. It would also give you the added bonus of giving your commander some protection from spells that would cause it to goad.

I do think Commander sets will and should have a larger number of breaks.

Same with the Horizons sets, honestly, but most of Horizons is more about pushing old abilities in new ways or adding incredibly powerful new cards to the format. This lends itself well to color pie bends, but if Horizons sets started coming out more often I would not want a higher proportion of color pie bends in them. Honestly, I prefer cards like Mystic Redaction in Modern Horizons sets over cards like Deepwood Denizen.

It has to be said however that the Horizons sets have fewer color pie breaks because it caters to a format built more strictly on the color pie. If we had a Vintage Horizons, it would have more color pie breaks because that's what Vintage has, similar to how Commander sets print reverse-Balance-like card advantage in white and enchantment removal in black (I personally dislike the latter, but I believe there does need to be a tertiary color for enchantment removal and black is the least bad choice). Modern doesn't have that precedent to live up to, so its special sets also don't print a large number of those cards.

Nice deck, Saccox! Once there are several copies of Mystic Redaction and/or Teferi's Tutelage on the board, each cycled card really cuts into the opponent's library. I would suggest Fractured Sanity for one of the other 3 drops, although maybe that would push the average price up too much. Curse of the Bloody Tome and Vizier of Tumbling Sands don't seem to pull their weight.

Drake Haven might be worth including; the extra blockers might help you survive an extra turn or two. Censor might also slow down your opponent's game - if not, cycle it.

This has made me realize I’ve been reading Ghost of Ramirez DePietro wrong this entire time. I thought his trigger was tied to the player that was dealt damage.

Well anyways my top pick for a partner would be Tormod, the Desecrator for all the graveyard shenanigans (i.e Living Death) and discard value.

Some high synergy cards would be:

Looking at channel tho there seems to be a higher density in temur so you would have access to better ramp and can do wheel/card draw affects. So perhaps Tana, the Bloodsower with:

  • Rielle, the Everwise

  • Brallin, Skyshark Rider  Flip
  • The Locust God + Wheels
  • Conspiracy Theorist
  • Mizzix's Mastery + Lier, Disciple of the Drowned
  • Glint-Horn Buccaneer
  • Surly Badgersaur
  • Otherwise you can go for purate tribal in izzet with Breeches, Brazen Plunderer or monoblue with Malcolm, Keen-Eyed Navigator

    I got the idea from having Teferi's Tutelage , which is essentially a draw-to-mill strategy; once I saw the Mystic Redaction in MH2, I figured that makes Dark Deal twice as powerful.
