Based on this list I would make the following chnages to Ranar.

Ash Barrens In a two color deck the basic land cycling isn't needed. -> Adarkar Wastes

Cryptic Caves You have access to blue for card draw.

Myriad Landscape Unless you need a cheap shuffle effect scroll rack, top, ponder, brain storm the fetch isn't needed in a two color deck. -> Nimbus Maze

Survivors' Encampment The color fixing at the cost of tapping a creature in a two color deck doesn't seem worth the effrot. My want to keep in if you add in Eldrazi Displacer . -> Reliquary Tower

Cosmos Charger reduces the cost of Foretell as well as lets you Foretell on the opponent's turn. You can Foretell it, then flash it in on the opponent's end step. It may be a lonely horse, but it looks to be a strong addition to your list!

Maybe other people can help out with this too:
Foretell has enough cards to synergize into a cohesive deck (
Cosmos Charger
,
Dream Devourer
, etc ) but I don't think it'll live past standard unless
Ranar
gets popular. And I doubt that. BUT! Cards like
Vega, the Watcher
are much more versatile. I wouldn't be surprised if Vega flew over to modern or commander. Maybe there should be a hub for that but like, what would it be called? Alternative Costs/Casting? Tricks/Cheats? IDK I'm just putting it in Gimmick for now.

Doomskar: I first read the foretell cost as because the last pip was hard to detect against the background. Oh well, this is good regardless in EDH; you can set it up early so that you have a bit easier time rebuilding, and CMC 1 more than Wrath of God (and no anti-regeneration) is fine regardless; when trouble the board is that ripe you can probably afford it.
Dream Devourer: Yeah this is pretty awesome, although it having base power 1 is a bit of a bummer. Go go Cosmos Charger! Sadly, Ranar the Ever-Watchful can't have this.
Birgi: Move over Kernaos and Toralf Flip, this is the real storm god! Boast doesn't have much support in EDH tho imo. I'm not sure about the artifact side, it can certainly be card advantage but CMC 5 is pretty expensive.
Dragonkin Berserker: Reminiscent of Dragonmaster Outcast
The Three Seasons: that last ability is pretty strange; would exiling other people's stuff have been too much of a bend?
