Hey, I really enjoyed your theme of bringing the story of the movie into the deck.
Going along the flavour of the deck, my suggestions to consider would be in regards to Godzilla's Atomic Breath. Balancing out the need for the cards to be worthwhile, if you were heading along the breath of fire route, would you consider Firebreathing?
Otherwise, I think cards like Radiant Purge, Sight of the Scalelords, Citadel Siege, Frontier Siege, Outpost Siege, Day of Judgment (particularly the Magic Player Rewards version), maybe Banishing Light or something similar, all depict more of a 'light beam' breath rather than just fire.

Hello! Welcome to EDH! And you're Playing Boros! My favorite color combination!
Since your budget is low for now I'll try to keep all suggestions to under $5, and try my best to keep them under $2. Sometimes it's difficult but hey, you only need to get one for each deck haha!
Since your new to the format, lets go over some EDH staples. There are cards that, more of less, go in every commander deck.
Staples: Sol Ring is the #1 best staple card in the format. If you plan on doing EDH pick up a few. Boros Signet(and all other color-combo signets) ramp and color fixing. Lightning Greaves and Swiftfoot Boots for protection and haste. Burnished Hart, Solemn Simulacrum is ramp and card draw. Commander's Sphere, Hedron Archive and Mind Stone ramp and serve as draw if needed. Finally, Command Tower goes in every deck.
You'll notice those are all artifacts or lands. That's what makes them so good(and sometimes pricey).
Next are some solid options in red and white that can pretty much go in any red or white deck.
Boros Staples: Swords to Plowshares, Sun Titan(need low curve to really be useful), Sunforger(need good instant package to really be useful, I can help with that if interested), Return to Dust, Path to Exile(as a modern player you might have some already haha), Wear / Tear, Wrath of God, Sword of the Animist, Vandalblast, Chaos Warp, and Elspeth, Sun's Champion(pricey but to good not to suggest. My favorite card I'm biased).
Now, a simple Commander deck-building template to help you out. This is a rough outline of an EDH deck and by no means is the end all be all. You have a good start already!
64 spells(including your commander)
Of these 64 spells: 7-9 RAMP spells. 8-10 CARD-DRAW spells. 6-8 REMOVAL spells. 2-4 BOARD-WIPE spells. The other 27ish spells are creatures, tutors, recursion, graveyard hate, utility, etc etc.
So here are some suggestions. I'll repeat some or most of the staples I already mentioned.
Lands: You have a good start, but think about adding: Command Tower, Ash Barrens(getting a reprint, price will drop), Battlefield Forge, Clifftop Retreat($$$ sorry, it's a good one though), Evolving Wilds, Temple of the False God(counts as ramp too!), Temple of Triumph(make that Temple of SCRYumph! Hehehe), and Wind-Scarred Crag.
Ramp: Boros is notorious for it's weakness of ramp and card draw, so we have to make up for it with a lot of artifacts. Consider: Boros Signet, Coldsteel Heart, Commander's Sphere, Fellwar Stone, Fire Diamond, Marble Diamond, Burnished Hart, Sword of the Animist Hedron Archive, Mind Stone, and most importantly Sol Ring.
Card-Draw: The already mentioned Commander's Sphere, Hedron Archive and Mind Stone fit here too. It's great to double down on categories to make room for more cool stuff. Solemn Simulacrum, Land Tax(staple for those who can afford it does not ramp but draws you 3 lands which is good), Skullclamp(is amazing with all the tokens), Well of Lost Dreams(good with lifegain)

So far, I found in my collection for you a True Conviction, Radiant Purge, Akroma's Vengeance, Unclaimed Territory, Burn from Within, Into the Core, Lightning Helix, Ranging Raptors, Thundering Spineback, Gruul Turf, Pillar of Origins and Seal of the Guildpact.

To expand; Ramos is a colorless creature, just as Tazri is a white creature. All spells and abilities affect them as such. For example: neither can be targeted with Radiant Purge.
It's their color identity that is all five colors. That's what Command Tower looks for. Their identity includes all mana symbols on the card.

Mario21 I used to run Phyrexian Reclamation and Athreos, God of Passage. In fact the deck originally started with him as the Commander. By my count that's 6 new cards you're suggesting I add. That is going to be hard to do. I don't know what to take out. On a side note Bruna, the Fading Light and Gisela, the Broken Blade were removed for Angel of Sanctions and Aven Mindcensor. Faith's Reward was removed for Cruel Reality. Radiant Purge was removed for Forsake the Worldly. Without going into greater detail all of these changes were made just to see how they might perform. What would you suggest I take out for the other 6 cards?

Ok, thats a nice solid start and a strong idea. Modern is a turn 4 format- usually non-casual games are decided by turn four in one players favour, so most cards are at the 1-2 cmc, with key cards castable turn three. I love the idea of a kor firewalker/dash setup, it has a lot of potential, especially running a lot of removal. So lets start by looking at cards, costs and interactions and alternative multiple copies. Basically, the deck as you described it should run two sets of cards- things to enter the battlefield or benefit from entering the battlefield, or things that remove your opponents threats so you can grind out a win.
Removal- Fumigate, Flame Slash, Lightning Bolt, Stasis Snare all fantastic, with this setup Blessed Alliance, Celestial Flare, Immolating Glare are all options, with Leave No Trace, Radiant Purge, Disenchant, Urgent Exorcism and Valorous Stance, with the traditional red Smash to Smithereens and the like.
Engine- Kor Firewalker ( dragon claw ? it dodges boardwipes) Ajani's Pridemate , Screamreach Brawler, Mardu Scout, (Foundry Street Denizen, Dragon Fodder, Mogg War Marshal (possibly a single Cathars' Crusade), Spirit Bonds, Impact Tremors, Mantle of Leadership!!, Pandemonium, Soul Warden/Soul's Attendant, Countless Gears Renegade, Banisher Priest, Blade Splicer, Cloudform etc
Things I'd cut - Shivan Dragon(classic, but reducing the mana costs of the deck mean stuff hits the battlefield faster and you can run less lands) Resolute Blademaster Cinder Hellion Belligerent Whiptail too slow to cast when you need them, need you to already be winning to work. Fireball Heat Ray Armored Ascension Lust for War- slow and don't suit your gameplan of bouncing creatures for effect.
Interesting cards to consider- Legion's Initiative, damage, can protect your creatures by bouncing them, You could consider looking at the white Cloudform flicker archetype, soul sisters Soul Warden decks and RDW, which with key cards being reprinted may provide some good options. There is probably a card that has exactly the effect you want or need if you look for it, so its more about imagining what you want to be doing, and checking it can be done efficiently enough to work.
The key part of it all is sideboard- this is how budget decks thrive in the modern envoronment. Cards to specifically mess with opponents, Disenchant key artifacts, Deflecting Palm a big creature into an opponents face, Combust key creatures in control decks. Its all there with the weird, optional, situation specific cards. Test your deck, see what works and what doesn't before commiting, then go out and play, because your playgroup and metagame will not condform to whatever is out here in the world, and what is best might not be fun to pilot, and thats the whole point of playing. Don't be scared of playing on a tiny budget, there are a lot of cards that have fallen out of vogue and have low prices not because of how good they are but because they are unpopular eg.Nevermore. You can absolutely win most games by piloting well, even against the best decks and players with planning and a little luck.

Since the deck looks very much like a work in progress I'm just going to throw a couple things out there. Don't really know if I agree with the Soul Sisters style of life gain, Orzhov does really well with a bleed style of play, and you seem of course to want to exile things. Also consider Karlov of the Ghost Council as an alternate general if you go "small life gain". So here is a random unsorted plethora of cards you may want to use depending on budget, playgroup, etc:
Anguished Unmaking, Utter End, Exquisite Blood + Sanguine Bond is in your sideboard already, Mimic Vat + Ashen Rider, Isochron Scepter + Path to Exile / Swords to Plowshares / Radiant Purge / Other Isochron Package Stuff, Phyrexian Arena, Necropotence, Land Tax, Stoneforge Mystic, Solemn Simulacrum, Test of Endurance / Felidar Sovereign and maybe some Academy Rector for alternate win conditions, Luminarch Ascension, Entreat the Angels, Phyrexian Processor.
I'm having a hard time. Need a little bit more direction before I spew out other suggestions. I will say that if you keep Ayli, Eternal Pilgrim at the helm, you may want to sub the small life gain for some token generator targets for Ayli. Bitterblossom, Ranger of Eos, Captain of the Watch, Ogre Slumlord. All that good stuff.
