This is my idea for a jund deck. Some hand destruction with inquisition followed up by a lot of control cards like kills spells and such. All the while you are playing very high value creatures. The win condition is basically just out value your opponent and grind your way to victory.

I threw some smuggler's copters in there because they are a great source of card draw and an early threat. Also pain seer is a perfect crew target that way you keep your seer safe from combat and you get to use his inspired dark confidant like ability.

Also i really dig glorybringer plus if you have arlinn cord out giving him vigilance is really strong obviously.

Edit: Also i know it's not really budget but this is the deck i play irl and i pulled a tarmo the other day so i am going to throw that in here.

I'm pretty set on the land in terms of money but other then that i would really like to hear some suggestions for a sideboard and mainboard.
