Ruling out Island and Snow-Covered Island what are the best blue only lands in modern?

Misty Rainforest /Scalding Tarn . One problem with your question though, lands aren't blue.

If going by color identity, lands do have color. For utility lands, I'd go for Tolaria West and Academy Ruins if you're just looking for lands only in blue that are legal in modern. The real problem with the question is that most of the best utility lands are either completely colorless (Reliquary Tower , Buried Ruin , Tectonic Edge ), multiple colors (shocklands, fetchlands, Alchemist's Refuge ), or not modern legal (Tolarian Academy , The Tabernacle at Pendrell Vale , Strip Mine , Wasteland ).

U could use City of Brass /Mana Confluence

Dunno what else is in your deck but Glimmervoid could be an option.

I forget the name but there is a land that if it's in your opening hand it adds a mana of any color to your mana pool. Some kind of mind.

Gemstone Caverns

Any of the "Vivid" lands Vivid Creek ... but if you want lands that don't come into play tapped, there are...

Forbidden Orchard and
Tendo Ice Bridge
... and possibly Exotic Orchard , depending on your opponent's deck.
