I'm surprised no one pointed this out, but if you want a cheap non spell mill card you need to put in a couple Nephalia Drownyards. It is a repeatable mill effect. And unless you're playing a lot of mirror matches, Psychic Spiral isn't going to ht for a lot.
If you want to create a solid card advantage, you should look at Thought Scour for early game and Staff of Nin for late game. While I realize the staff requires a lot of mana, the 1 damage ability does put a clock on the match and the extra card per turn can help you pull those bigger creatures out faster.

The thing I don't like about Nephalia Drownyard is the cost i am play testing with it at the moment to give it a chance. I have used Jace to mill myself then used Havengul Lich to cast Consuming Aberration. I am contemplating putting in Essence Harvest and also the Undercity Informer/Undead Alchemist combo. I may pull the Dream Twists for Thought Scour I like Dream Twist because it has flashback. I think I will put a couple Staff of Nin in. I also want to add in a Cyclonic Rift or two and maybe AEtherize. I also am going to put in the Chromatic Lantern to use Havengul Lich to his full capacity.

I don't understand why Psychic Spiral is in here mainboard. I could see it being useful when playing against a deck that mills you, but other than that... not overly helpful for it's mana cost. I completely do not understand why you have Chromatic Lantern in a dual deck, I feel like if you are afraid of not getting the right mana, I would suggest a Realmwright .

Chromatic Lantern is in for Havengul Lich . Also if i use jace to mill myself for lasav or havengul to get another creature. I can use Psychic Spiral to put it all back

alright, I see, I see. I just don't much like the idea of trying to Lazav yourself, as you dont have many good creatures to Lazav, but I could see where you are coming from, and that just isn't really my play style.

I like pulling shenanigans that people don't always expect. I used lasav to copy Consuming Aberration before and won

Run Invisible Stalker s and Paranoid Delusions ?? Havengul lich with unblockable is also funky. You have the Jaces phantasm which are also evasive. It had a good benefit compared to mind sculpt. Not only that, it's a free spell every turn for consuming abberration.
I run a mill deck using the abberation, i will post it and tag it in a comment at some point.
Mill never gets boring. Especially when it pumps up your creatures. I played a multi player game (4 players) and ended up with an 120/120 abberation :P

Very interesting approach with Psychic Spiral . I had a similar Mill deck with Jace's Phantasm and Wight of Precinct Six but the Wights are really bad against control. So you may want to consider some or all of them for your sideboard. You could run Augur of Bolas . I like to run one Tandem Lookout if I have flyers or unblockables.

Hmmm Psychic spiral is pretty interesting. Pretty good build. Take a look at mine to give you a couple of ideas. Feed Me Seymour!

Also, I feel like Lich and wight should be SB. If they're running control will very few creatues they're not gonna be as useful. Same with Lazav. I'd go with Vampire Nighthawk And Augur of Bolas seeing how there are a lot of aggro decks going around.

If I were using Havengul Lich I'd add a way to get the proper mana colors to cast my opponent's creatures. There are several ways to do this, Shimmering Grotto or Transguild Promenade or a few Chromatic Lantern (which doubles as ramp).
Without access to your opponent's mana colors you're wasting half of the resources that Havengul Lich makes available to you.
I find that just a few Mind Sculpt can get the mill machine rolling. From there Jace, Memory Adept and Consuming Aberration are more than able to finish the job. Dream Twist really isn't completely necessary, that's the slot you could fit more interesting things into. Essence Harvest is VERY popular along with Consuming Aberration - Or you could provide yourself the mana to cast your opponent's creatures with Chromatic Lantern. Or you could add a bit of blue control for the things that get past your 6 counter spells, such as Cyclonic Rift
Now that I think of it, the only time that Cancel is more useful than Dissipate is when YOU can cast that creature from their graveyard! Keep that in mind. In many decks the graveyard really is a "discard pile" left unused and available.
I agree with the guy above that several decks are running so much control that they have few creatures. Keep that in mind as you build a sideboard to combat control. One creature that I find very useful vs control is Judge's Familiar. For a one drop, he sure is annoying as a static counter spell unless they leave extra mana untapped. Don't underestimate the little guy's early game!
Another anti control spell that I enjoy using is Curse of Echoes. That'll shut down most of the counter spelling!
If you're interested my Dimir deck is: Precinct Six, your final resting place.
It has a slightly different take on mill than yours, I focus on creature strength rather than a speedy mill out.
Good luck man!!!
