Weird idea i had trying to figure out a good way to use cipher spells. Listed here is built from cards I actually have, hence the weird/crap mana base.

I feel like ciphers are mostly overcosted, but using Goblin Electromancer to mitigate that extra cost makes them more useful.

I need to have something with evasion to get the ciphers through to trigger. Standard right now doesn't have a lot of quality unblockables (spoiled by Invisible Stalker), but Deathcult Rogue is almost as good as unblockable and for a reasonable cost. Bident of Thassa and Hands of Binding help ensure breaking through in case you need to use another attacker.

The problem i'm having with designing this deck is just what to include as instants/sorceries. With Goblin Electromancer in the deck, options are pretty wide for cheap removal and counterspells.

Main deck idea is get the Electromancer's and gutternsnipes out there, cast cheap spells, trigger repeated ciphers to pop off lots of Snipe pings while disrupting your opponent. Included Rakdos's Return as a finisher, hopefully you have a few Electromancers on the board to help pump it really high.
