I'd really consider Isshin, Two Heavens as One because he'll ensure Kaalia triggers twice with each attack. He will also synergize with Goldspan Dragon and Rakdos the Defiler.

Thank you Balaam! I brewed this up a few years ago but haven't gotten around to putting it together IRL. I had a personal preference that I'd ideally like to not have simultaneous color combo repeats in my IRL deck rotation. Up until earlier this year Burakos, Party Leader
/Folk Hero
was my deck in my lineup.
Well, I finally broke that rule earlier this year by having Isshin, Two Heavens as One and Terra, Herald of Hope
both in my rotation simultaneously lol, and I'm heavily considering converting my Nelly Borca, Impulsive Accuser
deck into Squall, Gunblade Duelist. I didn't think I'd have two of the same color combo in rotation, let alone three. The cool thing is, each one of those commanders has a different color in the Wedge that is most dominant for them.
All of that is to say, I should probably revisit this deck and add it to my lineup. I haven't done Legends Matter yet, but it's been on my short list.

I love Mardu! My favorite deck plays a lot like this one.
Below are some of my recommendations, but I would mostly recommend you check out the CommandZone on Youtube - they have a deckbuilding guide that is very good. Also, for some ideas on cards, you can check out EDHREC, which is a database for deckbuilding.
Anywho, here are some of my recommendations:
== ADD ==
Isshin, Two Heavens as One and Windcrag Siege double all your attack triggers.
Alesha, Who Smiles at Death and Terra, Herald of Hope
if you face a lot of removal.
Swords to Plowshares, Damn, Blasphemous Act, and Ruinous Ultimatum for removal.
Boros Charm
for protection.
Voice of Victory, Bone-Cairn Butcher, Infantry Shield, and Dalkovan Packbeasts for more Warrior tokens.
Hardened Tactician, Raiders' Spoils, Mindblade Render, Skullclamp, and Zurgo Stormrender for card draw.
Professional Face-Breaker for ramp and card advantage. Boros Signet, Orzhov Signet, Rakdos Signet, Talisman of Conviction, Talisman of Hierarchy, and Talisman of Indulgence for more ramp.
Shared Animosity, Fiery Emancipation, and City on Fire for buffs.
Reconnaissance to remove any creature your opponent blocks so it won't die, and Redoubled Stormsinger to double your tokens.
33 Lands is very low, especially since you have so little card draw and a high average cmc of 2.67. I recommend at least 38, if not 40 - you generally want to be playing a land every turn for the first 5 turns.
== CUT ==
Here are some cards I recommend cutting:
Aeronaut's Wings, Colossus Hammer, Greatsword of Tyr, Inquisitorial Rosette, Mardu Monument, Team Pennant, Amazing Alliance, Cartouche of Solidarity, Rally the Ranks, Shared Triumph, War Effort - Most of these provide modest buffs or require too much mana to use in one go. Most equipment are better in dedicated equipment builds, while Zurgo is generally more about going wide. If you do want to play equipment, I would recommend ones that provide utility (like Sword of the Animist, which you already have) or provide large buffs (like Blackblade Reforged). Cards that only buff your damage by 1 are generally underpowered.
Chromatic Lantern, Commander's Sphere - Your commander is 3-mana, so it is nice to have 2-mana ramp so you can still play your commander on curve.
Diabolic Tutor and Mastermind's Acquisition are a lot of mana for a tutor, and I would generally recommend cutting them.

Commander/EDH Game Changers

I don't intend to come across as pointed or abrasive, but have you played against either Kinnan or Winota in extensive capacity, DemonDragonJ? I used to have both commanders in my main play group, and faced off against them on multiple occasions each. I run into them on occasion now.
Kinnan is 2 mana, and has built-in mana acceleration to more quickly achieve his own (powerful) activated ability, which to call back to one of your threads from earlier this week, is a "Do the Thing" type of design space. Kinnan is his own engine and payoff in one package. On top of all that, his Simic color identity grants access to efficient ramp in addition to his own ability, and counterspells. The times I've played against Kinnan, my opponents were typically dropping Eldrazi Titans or big curve toppers like Jin-Gitaxias, Core Augur or Vorinclex, Voice of Hunger.
Winota needs a bit more build intention with Humans to Non-Human ratios, but is still fairly powerful in terms of being able to dig for creatures. White has access to Stax-y Humans like Grand Abolisher and Drannith Magistrate, and also has tutors on bodies like Imperial Recruiter and Recruiter of the Guard to find additional answers. Beyond some of those efficient control and tutor effects on Human bodies that Winota can dig into, she can set up stax-y boards and break parity with her own ability. Throw Winota into the 99 for something like Isshin, Two Heavens as One and attack with a board of Non-Human creature tokens, and you can vomit up most if not all of the Humans in your deck. I'm speaking from recent experience on that last one lol.
Oko, Thief of Crowns could end up on the GC list, so definitely is more of a " not there for now".

your average CMC is 2.83, i don't know if the three talisman and 2 signet are really worth it.
- I would swap the 5 of them for something similar to Mirkwood Bats that you already have.
- Agate Instigator for extra damage whenever you create a token
- Anim Pakal, Thousandth Moon + Elas il-Kor, Sadistic Pilgrim + Blood Artist
- Warleader's Call is a nice addition also since you already have All-Out Assault
- Isshin, Two Heavens as One to trigger additionnal Mobilize/Myriad.

Looks good (but a tad bit expensive :)). Reconnaissance can act as a second Maze of Ith, which is very useful for both Kaalia and Master of Cruelties. Isshin, Two Heavens as One is awesome too, as he allows Kaalia to trigger twice per attack.

My main play group runs various flavors of Goad, or combat manipulation (we love swinging at each other). Why swing at other people, when you can force them to hit each other? A few suggestions off the top of my head:

Karazikar, the Eye Tyrant
/Kardur, Doomscourge - Either of these could be the commander of the deck. Karazikar simultaneously incentivizes and punishes your opponents for smacking each other. Playing in Red/Black also opens up access to all the direct burn stuff in Red, as well as attack trigger group slug like Hellrider, Vicious Conquistador, or Far Fortune, End Boss. -
Breena, the Demagogue - Help your opponents draw cards from hitting each other. The access to white also gives you plenty of options for the Ghostly Prison effects in white, plus its suite of removal.

Gonti, Night Minister is a new option that could also slot into the 99 of some of the other commanders mentioned above. The theft aspects will likely draw the ire of the table, but if everyone is stealing from everyone...

Alexios, Deimos of Kosmos or Slicer, Hired Muscle Flip- You could donate a big Voltron threat around the table and make the table kill each other for you. One of my friends runs Alexios, and it feels like a game of hot potato with Voltron damage. Technically, you're not the one hitting people.

Nelly Borca, Impulsive Accuser
can Goad your opponents creatures, but also rewards your opponents for hitting each other. You can Goad everyone while hiding behind the Ghostly Prison/Propaganda effects. -
Isshin, Two Heavens as One can be built as a combat control deck, since he checks the attack triggers on most stuff I previously mentioned, and house those all in his 99. Additionally you can run stuff like Lightmine Field and Caltrops.

The Lord of Pain
is a lot of fun to play as a commander, and to play against. Maybe my friends and I are just masochists. A couple of my friends run the Lord of Pain as a commander, and typically play it very politically, where they "donate" the option to target the damage. You don't have to swing, and can run all the burn and damage multipliers to your heart's content.
