As an additional cost to cast red permanent spells, you may pay 2 life. Those spells costs less to cast if you paid life this way. This effect reduces only the amount of red mana you pay.
Whenever you cast a red permanent spell, Defiler of Instinct deals 1 damage to any target (creature, player or planeswalker).

Animar, X creatures and protection

I feel like you are underplaying some of the angles that you can use with Animar.
Because you have a lot of X creatures, proliferate is also going to be quite strong, though you may not want to pivot into it entirely. Even a little with cards like Tezzeret's Gambit can help you do something as well as tack on that extra counter on everything.
Similarly, with Animar, you don't have to always have a steady stream of creatures to draw into, instead you can return your own creatures to your hand and cast them again. Clement, the Worrywort would allow you to repeatedly recast creatures to get those enter battlefield effects, though there are many similar cards.
The final angle that might help is the defilers, Defiler of Dreams Defiler of Instinct and Defiler of Vigor will help you cut back on the one thing Animar doesn't... those coloured mana symbols.

I thought about Death Spark but wasn’t sure since this deck isn’t very creature heavy, might still try it out.
Release the Ants similar reason, relatively low CMC of this deck, might be worth considering though.
Lava Dart I like, just so hard to cut stuff at this point!
For Looming Spires and Teetering Peaks I avoid lands that come into play tapped, I also like that this deck is just all Mountains.
Akoum Hellkite is too expensive to play unfortunately for what I’m going for.
Cinder Pyromancer is another good maybe!
I had Defiler of Instinct originally but it mostly ended up sitting in my hand so I cut it.
Keldon Marauders is cool but I’m trying to keep more towards instants and sorceries.

Looming Spires and Teetering Peaks to squeeze out a few extra points of damage.
Akoum Hellkite budget version of Valakut.
Cinder Pyromancer Budget version of Goblin Sharpshooter
Defiler of Instinct ramp and consistent damage.
Keldon Marauders a lot of damage for very little.

Hey!
So, for prioritizing cuts: I'm starting with anything > 1 CMC, since your 1 CMC instants/sorceries are free. Next, I'm thinking of anything that doesn't synergize with instants and sorceries.
Defiler of Instinct - pretty self-explanatory: only interacts with red permanents.
Professional Face-Breaker: Combat damage isn't what this commander/deck/Storm does. For this reason, I'd also drop all 3 of your Battles. Your other opponents certainly aren't going to help you get Invasion of Karsus Flip to flip.
Ignite Memories: can go. There are better ways to deal damage to players, most of which are already in here.
Goldspan Dragon: this could almost work, but I don't think you have enough instants that target creatures. It's also a bit too tempting of a build around in the 99, IMO. (With it and Urabrask Flip, you can target it with 2 CMC spells and break even...)
Possibility Storm: am I missing something here?
Price of Glory - depends on how much blue you face, I guess. I wouldn't run it in a deck built around Storm or Instants, but YMMV.
Sunbird's Invocation - just horribly overcosted for what it does, IMO. For comparison, Approach of the Second Sun is 1 more mana to literally win.
Caged Sun - seems like overkill with your commander doing what it does, and probably vastly too slow at 6 CMC.
Helm of Awakening - you barely use generic mana here. I get the feeling this would benefit you least in most matchups.
Liquimetal Torque - ? Yes, you Have Galvanic Blast. Is there anything else I'm missing here?

As far as cuts: Krenko, Mob Boss doesn't really fit the deck, he can go.
Defiler of Instinct is a maybe cut. It does sort of what you want, but doesn't interact with instants and sorceries the way this deck really wants to.
Kumano, Master Yamabushi could be cut due to being a bit mana intensive.
Tunneling Geopede and Witty Roastmaster and Impact Tremors are also maybes on the chopping block - much like Defiler of Instinct, they do what you want (1 damage), but in a way this deck doesn't want to do it (landfall/creature ETB).
Tibalt, Rakish Instigator - actually really good. If you had a way of ensuring it would stick to the battlefield. I doubt the impact of this card would be enough to justify the slot when you're needing cuts.
Kyren Negotiations can definitely come out. Since a bunch of your creatures already have tap abilities, it's not quite as useful.
Obviously all this is just through a lens of someone who is unfamiliar with this deck, and your mileage may vary. I also may have missed some things like [infinite] combo pieces that are in here, but barring that, I'm fairly confident on my cut list.

So I looked into the new set. Overall. Enlist is a really exciting effect. Fling 2ce. Essentially in a turn with certain boardstates. Any of the enlist cards would be decent but these two stand out.
Balduvian Berserker enlists and dies in combat as a 2 for 1 most of the time.
Keldon Flamesage as you mentioned is a great include

Defiler of Instinct honestly not exciting here. The number of red pips in your spells doesn't make it more then ok.
Weatherlight Compleated interesting potential scry / card draw engine. You do have a decent number of creatures and have the potential to make tokens. It would take some play testing to see if it deserves the spot.
