Wirex You are correct on how cascade / Living End decks work. its look at the CMC of the card, which when absent is defined as 0, and is then always a legal target with cascade. it never is actually looking at the suspend cost of cards like Errant Ephemeron because suspend is an Alternate Cost, so to cascade its CMC is still 7. I hope this helps

eyes2sky, I think we have a very similar idea going on - Erratic victory.
Some of the ideas in my deck I think can help yours and vice versa.
i like the way you use Portent to setup miracles. However, Erratic Explosion has a very big drawback in that even if you reveal a Thunderous Wrath and deal 6 to them, it goes to the bottom of the deck. To mitigate that, you need to have a bunch more expensive cards that you can reveal - currently, you have 2 hands of emrakul and 4 thunderous wrath. The best options to add are Errant Ephemeron (7 damage and easy to cast on t2, as well as alternate win con) and Fireblast (6 damage, with the option for 4 more). Additionally, adding 2 more Riddle of Lightning is good as it is infinitely better than erratic explosion - it scries 3, is instant and lets you keep the top card of your library, so it works great with miracle spells.

With the mono-blue list you talked about on the UMA downshifted pauper cards list, I think Striped Riverwinder or Errant Ephemeron would be good options. Both are legal in pauper, and have some serious power, with the Riverwinder having hexproof, and being a cheap cycler when not needed, and Ephemeron being a cheap card to suspend, using some amount of reasonably useless turn 4 mana on a nice turn 8 4/4 with evasion, that if you can protect is a nice turn 13 win.
It isn't nessecarily the most efficient, 7 mana for each for their base cost isn't great, but are still fine win cons.

Check out Monastery Siege for protection. Id drop the Errant Ephemeron for Illusory Angel. Also Phantasmal Bear and Jace's Phantasm are good drops for buffing the Krovikan Mist. A set of Force Spike for protecting your creatures might work as well.

Hey, it's me again. A brief glance over the list, and I feel that you have a little too much card draw in here, and not enough threatening stuff. I understand the need for him to be a support character, but what if the Archenemy eliminates everyone else? Jace doesn't have any threats to defend himself with. Things like Frost Titan, Errant Ephemeron (for flying), and Chasm Skulker seem like stuff to defend yourself with.
With the increased amount of planeswalkers Oath of Jace might be helpful to you. For card draw, I might recommend Vendilion Clique and Sapphire Charm because there are multiple options with them, although I understand that V-Clique might be a bit out of budget. But those are my recommendations.

Okay so I've dropped Paragon of Gathering Mists, Errant Ephemeron and Wall of Frost from my main added in some Quicken and Redirect to help cover my Illusions better. I also dropped Dreadwaters for Mind Sculpt to help fire off my +4 +4 with Jace's Phantasm and side boarded Imprisoned in the Moon as I was getting cleared with targeted abilities.

I think you should play some cards like Remand and Spreading Seas if you can afford them. Also I would play Serum Visions instead of Sleight of Hand.
Errant Ephemeron, Hover Barrier, Paragon of Gathering Mists and Wall of Frost are too slow and not really powerfull.
