Here's a relatively simple Junk deck for modern, focused on the blink mechanic and optimized for a medium-ish budget ($50-70). With this deck, you can familiarize yourself with the grindy-value junk plan for a relatively small investment in terms of modern decks. It isn't too similar to competitive lists and so may be inefficient use of money if you're planning on upgrading all the way up to that level, but if you want to hit the ground running for cheap this is a good place to start.
