This deck uses 0/0 minions with mutation mechanics to create a lot of tempo and value. For example, if you play a 2/2 Stonecoil Serpent on turn 2, you can mutate it on turn 3 with a Migratory Greathorn to create a 5/6 reach, trample, protection from multicolor, monster that also ramps you. A lot of decks have a hard time dealing with this threat (e.g. Teferi, Time Raveler can't bounce it). Even if they can deal with it, your deck ramps you up so that you can play Hydroid Krasis, which has a similar dynamic, but a MUCH higher power. Brokkos, Apex of Forever can just hang out in the graveyard until you want to give a natural 0/0, such as an escaped Polukranos, Unchained +6/+6 and trample.

Lurrus of the Dream-Den doesn't initially appear to fit until you realize that Hydroid Krasis and Stonecoil Serpent have a CMC below his threshhold, thus he can be used in the late game to recur them (e.g. If you have 8-mana, you can play him and a 5/5 Stonecoil). Effectively, he is a must-kill minion because he can let you summon a giant threat each turn. In a worst-case, he is just an early lifelink minion that can blunt aggro (if he trades off against a 3/3, he was effectively an Oath of Kaya, which doesn't feel bad at all).
