You'll definitely want Bloodchief Ascension and Altar of the Brood.
May want to try Tunnel Vision + fateseal effects like: Hinder, Spin into Myth, Ransack, Vessel of Endless Rest.
Traumatize goes perfect with Keening Stone.
Fraying Sanity is almost a copy of Keening Stone.

Sorry forgot 1 thing; Im debating and probably will try out Thought Scour, main board as a 4 of. Being able to Ransack then scour two dead cards while possibly pushing a miracle seems really good

I think you should add Tunnel Vision in here (guess where I saw that? haha).
With a wizard sub theme adding Laboratory Maniac makes sense and there's a plethora of scrying effects in blue that could also complement your bouncing theme.
But it would be hilarious (at least once) to cast it after someone uses a Temple of Mystery, etc. and that's their undoing. Or help them along with Ether Well, Hinder, Ransack, Spell Crumple, etc.

Looks like an interesting deck! Some of the cards that I don't think are pulling their weight includeSpellbook, Condescend, Ertai's Meddling, Serum Visions, Horribly Awry, Hedron Alignment, Damping Engine and Ransack
Your list doesn't have Peregrine Drake or Deadeye Navigator in it right now. Though if you wanted that combo you could do the pauper version with Peregrine Drake/Great Whale, Archaeomancer/Mnemonic Wall and Ghostly Flicker/Displace/Illusionist's Stratagem.
Winterblast has some great suggestions as well! I really like the Isochron Scepter idea
Lullmage Mentor seems tailor made for this deck!
card draw!!! Rhystic Study, Preordain, Dragonlord's Prerogative, Opportunity
some other cool cards to add are more counterspell creatures like Glen Elendra Archmage, Draining Whelk or Soratami Savant and self bounce stuff like Crystal Shard and Erratic Portal
you could also swap Phyrexian Ingester for Duplicant for mana cost reasons
