So, I was building this deck just before Faithless Looting and Hogaak, Arisen Necropolis were banned. I wanted to make a Hogaak Deck that wasn't a copy of the one at the time, and then I saw the Waste not storm and decide 'Maybe I could make something absurd with this'. So this is what I got for the deck, any suggestions or thoughts on how to make this deck better and how it plays would be nice. Now lets get into how this deck works!

Main board The main two cards are Waste Not and of course Hogaak, Arisen Necropolis . You want to both discard cards from your hand to be able to cast Hogaak and cards from opponents hand to draw cards to get more discard spells, as well as create creatures to cast Hogaak. Burning Inquiry , Dark Deal , and Collective Defiance can be used as both outlets for discarding cards from your hand and your opponents. Inquisition of Kozilek and Collective Brutality are used to get rid of any problematic cards, as well as discard opponent's hand for Waste to activate. Faithless Looting and the cycle lands/Modern Horizons duel lands are used to cycle through your deck as well as discard cards for Hogaak to cast. Dream salvage allows you to draw more cards and keep going with your discard.

Flamewake Phoenix and Gravecrawler are two creatures that can be cast from your graveyard under the right circumstances to bring out Vengevine , as well as sacrifice to Carrion Feeder . Rotting Regisaur acts as a discard outlet as well as allow Flamewake and crawler to come back into play for sacrificing or bashing.

Collective Defiance and Collective Brutality is used to get rid of creature threats on the board, and Geier Reach Sanitarium is used as a mini, controlled Burning Inquiry if you do not have any discard spells in hand. Finally Haunting Echoes acts as graveyard hate, control, and a alternate win con.

Side board Ghost Quarter is used for Tron and other annoying land based decks and Grafdigger's Cage is useful to stop dredge and creature's coming back from opponent's graveyard. Cindervines is good against non-creature based combo/storm decks as well as get rid of enchantments and artifact graveyard hate. Finally, Empty the Pits acts as another win con.
