A creature heavy 8-rack deck. Lots of room for tinkering especially if you have some money for Thoughtseize , Liliana of the Veil , Rankle, Master of Pranks and Waste Not . Maybeboard has some other alternatives and/or upgrades, but I want to stick to a lower budget. Thanks for the suggestions.

Davriel, Rogue Shadowmage and The Rack ping on your opponents upkeep. Asylum Visitor is a small card draw engine that triggers on each players upkeep. Fell Specter is a Megrim with wings plus discarding as it ETBs. Megrim is a worse but cheaper Liliana's Caress , the deck would probably be better of with a playset of Mind Stone in the main-board instead. Cavern Whisperer is a fun card with some good creatures to mutate onto, like Vampire Nighthawk .

Early game you'll want to drop Brain Maggot to get some early plays out of your opponents hand. Discarding as much as you can if you want with Distress , Whispers of Emrakul , and Funeral Charm which acts as a instant speed discard, limited removal and can buff your creatures with +2/-1 or swampwalk. Late game if you have Megrim or Fell Specter , Geier Reach Sanitarium is a recurring discard ability if your opponents empty handed.
