You get to choose which order to cast Heroes Remembered and Resurgent Belief in. If you choose to cast Resurgent Belief be the first spell out of suspend, the sequence of events is

Your upkeep starts, triggering the suspend effects.

You order the triggers so ResBelief's trigger resolves first, remove the last counter from it, and cast the spell. Heroes's trigger is still on the stack.

ResBelief resolves, returning all enchantments (including Sanguine Bond) from your graveyard to play.

Heroes's trigger resolves. You remove the last counter from it and cast it.
-
Heroes Remembered resolves, gaining you life to trigger SBond.
-
SBond's trigger resolves, and one of your opponents loses life.
So as long as you set it up so Resurgent Belief resolves first, you can get Sanguine Bond before gaining life from Heroes Remembered.

i have Sanguine Bond in my graveyard. Resurgent Belief and Heroes Remembered are exiled both with 1 counter remaining. Does Resurgent Belief return Sanguine Bond before Heroes Remembered Heals me for 20?

Blazing Shoal and Shining Shoal would be cool tech for this strategy.
As for cuts:
Volcanic Salvo big CMC is useful but the card is lackluster. Greater Gargadon and Heroes Remembered are at least neat exile tech (especially with the Shoals I just suggested)
Emeria's Call Flip the tokens are useless to this strategy and there are cheaper ways to grant indestructible.
Loxodon Warhammer and Maul of the Skyclaves for the 2 Swords I suggested. All your other equipment serve a clear purpose.
Steel Seraph is this just swiss army knife value? Angelfire Ignition at least exiles for a trigger. I'd swap Semblance Anvil for the Seraph unless I'm missing something.
Torbran, Thane of Red Fell great card but I don't see it as being degenerate in this strategy. Jester's Cap can ruin the combo opponent or at the very least use other people's high CMC to feed Bell Borca.

I suggest Grozoth to tutor all your 9-cmc cards, and if you are looking for more cards to put your hand on top of your library, maybe add an Aminatou, the Fateshifter . Some more 9-cmc cards to get with Grozoth are Heroes Remembered , Clone Wars, and Sphinx of the Steel Wind . For some reason, I've always liked the Thopter Assembly / Time Sieve combo because infinite turns- whether or not you have to pay an upkeep cost of - is fine with me.

I'm back! I'll let you know the results of the tournament on the deckwatch page.
As for the cuts here is the 10 cards I would consider.
- Celestial Convergence - Yes it's an alternative wincon, but its the slowest one you have
- Felidar Sovereign - That's not a Rebel! Shame on you! :P (On the serious note, not tutorable, better slot elsewhere)
- Crovax, Ascendant Hero - Symmetrical effects can be bad
- Condemn - Cute, but meh
- Heroes Remembered - Cool card, like really cool but cute category
- Plea for Guidance - I really don't like expensive tutors
- Academy Rector - No consistent sac outlet, a great card in general but needs a bit moving pieces to be efficient
- Whipcorder - Underwhelming effect
- Tithe Taker - It's meh, a baby abolisher but it has it's uses but more of a meta play
- Avacyn, Angel of Hope - I love her, no joke I can see why you would run her, but doesn't really benefit your gameplan.
Those would be the cards I would recommend cutting. I would however also consider adding in cards like Faith's Reward as anti removal tech as well as Smothering Tithe cuz that cards is just good. The ones I am iffy about removing is the rector as well as Avacyn cuz she bae. But those are my thoughts!

Heroes Remembered, Expropriate, Show and Tell, Temporal Trespass, Time Warp, and Grozoth are some ideas. Grozoth isn't as good because it puts them into your hand, but i think it's good.

huh... earlier one source said it was legal but i checked another one and it said it was illegal. instead i added Grozoth and more 9-cmc cards like The Unspeakable, Clone Legion, Expropriate and Heroes Remembered.

Heroes Remembered is not even remotely comparable to "a lightning bolt for 9 mana.
