This deck looks sweet, and I really like some of the cards you've got in here (especially Lunar Mystic, never knew an effect like that existed), but I feel the deck is somewhat lacking in direction. You've got some sweet stax pieces (Rising Waters and Ward of Bones), some awesome instant/sorcery support (Lunar Mystic and Disciple of the Ring), along with tons of other cool cards. Overall I think you need to pick a theme and stick to it. There are some cool cards in here that don't really have synergy with the deck (Grozoth, Riddlekeeper and small mill package, and the Donate + Illusions of Grandeur combo).
I don't have that much in the way of suggestions, since I don't know which of your themes you want to focus on. However, here are some things that synergize nicely with your commander. Forcing creatures to block is very powerful with Tromokratis, since it forces them to block with their entire team if possible. In addition, preventing their creatures from blocking or tapping them down basically makes him unblockable, giving you a fairly quick kill. Courtly Provocateur can either make utility creatures attack and die or force creatures to block, making your commander's swing into a pseudo-board wipe. Grappling Hook is a repeatable form of this effect that also grants double strike, turning your commander into an incredibly powerful beater.
Now, on to ways to stop creatures from blocking to make Tromokratis unblockable. Tamiyo, the Moon Sage is a great source of card draw that can also tap down troublesome permanents. Frost Titan, while probably the worst of the titan cycle, is still a troublesome card to deal with, and can lock down permanents. If you're willing to commit to running numerous colorless sources (and you've already got a bunch of colorless rocks), Endbringer can prevent big things from attacking, basically give Tromokratis unblockable, and even give you card draw. Fatestitcher is a great card in mono-blue, since not only does it serve as ramp, it can also tap down problematic stuff at instant speed.
Finally, some general blue good stuff. Cyclonic Rift is one of the best removal spells in the format. Whelming Wave can occasionally serve as a one-sided board wipe. I'm not sure if you have a reason for excluding Sol Ring, but otherwise it definitely should be making the cut.
I think you might want to cut back on some of the non-basic lands you've got in here, even if just to slightly improve the odds on Scrying Sheets. Some of the stuff you've got in here (Magosi, the Waterveil) just seems like a worse island in the vast majority of situations.

youre going to want some cheaper ways to scry. Serum Visions and Telling Time are probably the best options. also Grozoth backed up by Inkwell Leviathan and Stormtide Leviathan are probably the two best targets for the quest

Welcome to the Magic community and congrats on building your first deck! You can certainly build around your commander but if you would rather double down on the Lovecraft-style monster theme, consider adding some more ramp to the deck and some cards that will let you do silly things because your sea-monsters. Of course, you can't forget to add some more tentacled monsters as well. With that in mind, here are a some of my suggestions for the deck. Hope this helps and that the building goes well for you!

If you are talking about Vanquisher's Banner it doesn't work that way because you have to cast the creature from your hand, not just whenever one enters the battlefield. However, if you ran Arcane Adaptation it would count every creature you did play to buff everything and draw you more cards.
After a little digging I think you are referring to Kindred Discovery which does work that way and that's pretty bonkers... You would have to have an Impact Tremors, Purphoros, God of the Forge, Niv-Mizzet, the Firemind, Psychosis Crawler, Warstorm Surge, or Laboratory Maniac on the field first to kill everyone else before your library runs out otherwise you would just kill yourself because the draw from Discovery and the token created from the draw on Locust God are both mandatory.
If everyone else dies before the stack finishes resolving do you just win, or does the stack have to finish resolving before they are declared dead at which point you would lose first from running out of cards and then everyone else dies?
In that case, I'd recommend some tutoring. Transmute is a great way to do this and there are on color cards that have the right CMC to get to these.
Drift of Phantasms is CMC 3 which can go get the Lab Maniac. This seems like the absolute best way to just safely win. Omniscience probably wouldn't hurt so that you have access to all of your library for free in case anyone does anything in response. Expensive, but it's Commander.
Muddle the Mixture is CMC 2 which can go get Impact Tremors.
Ethereal Usher is CMC 6 which can go get Niv-Mizzet or Warstorm Surge.
Grozoth is CMC 9 which can only get Blasphemous Act if you Transmute, but if you actually just cast him you get to go get any cards that add up to CMC 9 which can be Niv-Mizzet and Lab Maniac, or Kindred Discovery and Lab Maniac and another one cost like Swan Song to protect yourself from a counterspell or enchantment removal.
Another nice way to protect your creatures is Kira, Great Glass-Spinner and Guile. Baral, Chief of Compliance would also draw you a card every time this happens, and Guile will let you cast whatever they used for free.
Anyway, just some suggestions. Saw the comment about Coat of Arms on the homepage recent comments and looking for a card that did something so I thought I'd drop in. Neat deck, all hail The Locust God :)

Zelpoke: I'll look into those cards as sideboard options, but I think a couple (Engineered Explosives and Chalice of the Void lol) are a little too far out of my price range. Thanks again for the suggestions!
lil_cheez: I like how Grozoth can help keep my hand full when I play him. I hadn't considered him before but now that you mention it, I think I might want to add one or two. The 4 mana cost so he can attack shouldn't be a problem either. Thanks for the suggestion!
