Everyone knows the Bant Knight of the Reliquary + Retreat to Coralhelm combo decks?

Well, this is an (mostly) Azorius one. They want to prove that UW can still be a good mill colour combo.

Ruin Ghost + Retreat to Coralhelm + Hedron Crab

A brief explanation of the cards follows:

Muddle the Mixture and Shred Memory transmute to find Ruin Ghost, they also serve other purposes when not transmuting. Muddle can counter a removal spell, and Shred is situational graveyard hate. Your opponent wants to flash back that Lightning Bolt, well, not today, Mister! Also, it can exile an Emrakul, the Aeons Torn, their graveyard will still shuffle back in, but you'll actually be able to win eventually. Maybe.

Drift of Phantasms finds the Retreat to Coralhelm

Altar of the Brood is basically Hedron Crab 5 and 6. The only one mana transmute card is Dizzy Spell , it's not a useful card like the others, and since Altar of the Brood is functionally similar to Hedron Crab, it is a better option.

The rest is essentially protection. I'm sure everyone knows what Inquisition of Kozilek, Thoughtseize, Remand, and Path to Exile do.

The sideboard is meta choices and more control.

Stony Silence for tron and affinity.

Rest in Peace for dredge

Ghostly Prison can shield you a bit from aggro decks
