I don't like building Azorius control, unless there is some form of theme or gimmick. Miracle, locking opponents out with Iona, Shield of Emeria, you get the idea. So for this one, the weird thing is that you don't want to win. You want to draw. Not draw cards, no. You want to cast Divine Interventionaltered, take extra turns to get those counters off, and that's the idea.

Fun fact: I was playtesting this deck against another LC deck I have - and also listening to the album Space 1992: Rise of the Chaos Wizards, by Gloryhammer - and right as I passed turn after casting Divine Interventionaltered, the intro to the last song ended with the words "The countdown to universal annihilation has begun!". The timing was perfect.
