I like the thematic touch Silumgar's Scorn and Dispelling Exhale add to what’s basically a Mana Leak. Since everything you cast has flying I was going to suggest Lofty Denial, but the aforementioned spells have more flavor.

Step by step:
You cast the second Shrine.
Second shrine enters, putting a trigger on the stack for both the original Shrine and the new one.
Before those triggers resolve, the legendary rule kicks in, leaving you with just one Shrine in play.
Resolving the trigger from the original Shrine, will check on resolution for the amount of Shrines and search for 1 basic.
Resolving the trigger from the new Shrine, will search for 1 basic.
In the end, you're up 2 basics and down 1 Shrine in play

And everyone is trying to say the same thing in this topic, but according to the most recent upgrade to the color pie according to MaRo himself the punisher choice does not even have to be between damage and another effect, just a choice between X and Y is a primary effect for red. Also, sacrificing an enchantment is listed as a primary effect in red. MaRo confirmed.

How much have you actually played with or against Choice cards DemonDragonJ? The reason people don't use them much is that in practice they are only good when you're already doing well, all of the effects should read "this card does Burn, unless your opponent is on Death's doorsteps, then it doesn't do damage, instead it does something that sounds good but is in practice far worse". You're talking about Combustion Man like he's enchantment removal when he almost never is. Browbeat isn't ACTUALLY a draw spell when you play it, it's a Burn spell until Burn is better than draw, at which point your foe can decide the card doesn't even do Burn damage. The fact is the choice is LITERALLY a nerf on the card, you always get the worst outcome. Since they play like Burn they ARE Burn imho, and not really a pie break.

WOTC mentioned a while ago that masters sets were going away, I imagine to fit more Universe Beyond.
This isn't the first time they've been shelved. My guess is they'll be back once we dial back from UB.

If I may be so bold as to suggest Valley Rally? You give an opponent 5 thanksgivings worth of food that they don't have the mana to activate, and then each creature you control gets First strike and gets +2/+0 for every single creature you control. Goblin Negotiation also seems interesting but likely is overly mana intensive.

With Commander being the main casual format these days it makes sense from WotC's marketing standpoint to keep the decks tied to set releases, particularly the Universes Beyond sets. UB sets try to draw in new players that are fans of the IP and then the commander decks are an attempt to get those players to stay with the game by introducing them to casual gameplay with friends.
With the in-universe sets, the commander decks try to get people to buy packs to hunt for the new cards that would upgrade those decks. Like how Icetill Explorer from Edge of Eternities is a perfect addition to the World Shaper commander deck. Design a commander deck, make sure that there are one or two strong chase-rares in the set that fit perfectly into that deck, and lure people into gambling on packs because the prices of the chase-rares skyrocket even before pre-release.
Personally, I think that I would also prefer commander decks to be independent from sets. It means that commander products could be designed to help give new support to archetypes and strategies that have been a little underserved up until this point. The obvious issue that has happened in the past with that though is that WotC then prints really strong commander-exclusive cards to try to help those decks sell, and those cards either start warping the format or become auto-includes that reduce deck variety. Although, the chase-rares that WotC puts in sets can be just as bed so maybe it's a moot point. At least if the card is printed in a set there will be more supply to help keep costs down a bit.

DemonDragonJ these cards aren’t violations of the colour pie though - as everyone else has been trying to repeatedly tell you. Red is allowed these kinds of effects within the realm of “punisher” cards.
^ whether you disagree with that statement or not, us also irrelevant. It’s the stance of the company that dictate the colour pie, and from the trend of this thread also almost-universally accepted as being ok by the player base.

Okay. I mean, Red does this an awful lot for it to be a break. All across the history of Magic too.
Storm Fleet Arsonist, Silverclad Ferocidons, Misguided Rage, Bearer of the Heavens, and Akki Underminer. These are recent and old effects that enable Red to theoretically remove an enchantment if the opponent so chooses.
Breaking Point is a Wrath of God which is definitely outside Red's typical scope of options. Molten Influence just counters a spell. But they delegate control of the effect to the opponent, so they work.
I'm not bringing up anything new to this discuss; it's all divulged above. Just wanted to demonstrate both the vastitude and variety of Red punisher effects, all throughout Magic.

wallisface, I shall concede that point, but I still do not believe that giving an opponent a choice should allow for a violation of the color pie; for example, I have no problem with Painful Quandary, because each option is one that black can normally do.

I keep trying to convince myself that set Commander decks are filling roughly the same role as second sets in a block, just released at the same time. They're kind of similar in expanding the mechanics and story of the set.
But yeah, I much preferred the once a year, non-connected Commander decks.

DemonDragonJ not at all. Red Elemental Blast is doing effects that red shouldn’t be able to do, and the casting player has full control over being able to enact those effects.
Conversely Combustion Man and Enchanter's Bane only permit effects outside of reds colour pie in situations where the opponent refuses to pay the punisher (damage) effect. The casting player has no control over the effect of the card, and the only time the card performs an effect outside of the colours pie is when the opponent allows them to.

In this post, Mark Rosewater commented that WotC is not currently planning to release any Commander products that are not related to another set, and I severely dislike that, because I much preferred when the Commander sets were entirely standalone, and also released only once per year, because the current mode of operation is saturating the market and overwhelming players with too many options, so I would like to ask the other users for their opinions, on this matter.
What does everyone else say, about this subject? Are you also disappointed that WotC is not currently planning to release any further Commander products that are not related to a set in standard? I certainly am interested to hear your thoughts, on this matter.

Mind Stone is great with fleshraker because you don't lose any mana, and is you have Ugin, Eye of the Storms on the board, then it gives it an extra trigger

Your deck looks pretty solid. I have a few general suggestions more than anything in terms of specific swaps:

In my experience, Isshin thrives off staying lighter in cmc. Everyone's group is different, but having more of his deck in the 2-4 cmc range helps with quicker starts and rebuilds after board wipes.

Speaking of quicker starts, I'd recommend maybe swapping 1-2 equipments for another mana rock or two, esp since your average cmc is closer to 3.5.

If you cut a couple cards that are 5 cmc and over and swap them for lands, I think things should run a bit more smoothly.
You have a lot of solid pieces that most Isshin decks want. I think just a few more "meat and potatoes" edits can help with smoothing things out a bit more. If you're looking for more specific feedback or swap suggestions I'd be happy to chat.

So the deck does occasionally get to 10+ lands, but not consistently enough by late-game that I feel comfortable running Crash of Rhino Beetles. It is a pretty sweet card though, so I'll definitely keep it in mind for future updates.
Landfall has me thinking similar -- I just don't think the payoffs are worth it, since the brew is focused on ramping early game to turn on domain. By mid-game, I generally have enough lands (7-8) to pursue the deck's different strategies, so I often hold back on ramping to use the mana on other things.
Honestly, I'm not confident the deck can withstand heavy aggro, but that's what sideboarding is for :P there's a large Pauper event this Thursday I'm heading to where I'll have the opportunity to test the current list.

You should have searched for 2 basic lands.
The first ability only sees one shrine at time of resolution, so you only get one land from that.
The second ability does trigger and get added to the stack, so you also get to get one land from that.

Very nice, original deck list. I appreciate the game match up debriefs to hear how it played out.
Does it ramp well enough for something like Crash of Rhino Beetles to work? Or any landfall creatures? Looking at the faerie match up, my initial thought was this deck needs a way to withstand heavy aggro decks or fend off against burn.
I do think the fog effects in the deck will be nice sideboards.
