Always happy to see another Phenax deck, here's my budget friendly suggestions :

Mortivore Cruel Somnophage Wight of Precinct Six they all pretty much do the same thing. / that benefits from the milled cards.

Undead Alchemist is a fun one to create token, which you can tap for more mill.

Guiltfeeder and Mirko Vosk, Mind Drinker are also great synergy with mill-deck.

Eater of the Dead is also great because you mill at least 4 cards with the Phenax ability and you can rinse-repeat to possibly mill-out an opponent or all of them.

Happy to see another Phenax deck enjoyer.

May I suggest Psychic Corrosion, it's just too great with Rhystic StudyGC / Mystic Remora to not have it.

Unstoppable Plan could also be a game finisher since you can tap your creature twice per turn for additionnal mill, wink wink Tree of Perdition .

Mortivore is also a great Creature for Mill deck AND you can regenerate when it dies.

You might wanna add Knuckles the Echidna if you want another win-con with treasures, might as well add Hellkite Tyrant too.

I feel like Cordial Vampire is a must in a Tribal vampire deck with counters

As for an Enchantment, i would recommend Stensia Masquerade to get first strike and protect your vampire a little more.

A good addition for equipment would be Blade of the Bloodchief

Wiping the board is essential in that kind of deck to finish off the game, i would suggest Olivia's Wrath

I noted that you currently have two times Rakdos Signet and 40 lands is kind of a lot since you do have mana rocks too. I would bring it down to a maximum of 37 lands

Those are all awesome recommendations.

For Mind Funeral , i hesitated a long time between that card and Mind Grind and opted for the later since it targets all opponent. It makes creatures like Cruel Somnophage much bigger and faster.

Mirko Vosk, Mind Drinker and Guiltfeeder will 100% fin their place in the deck, just gotta find what to cut.

As for the enchantments, I don't know how I never thought of them. Now i can see Tree of Perdition milling out people in one turn.

Love the deck! I bought the pre-con and re-built it around Szarel, Genesis Shepherd because i had now experience with a landsac deck.
Obviously, Hearthhull, the Worldseed is a much better and faster option.

Here's some suggestion outside the box :

Juri, Master of the Revue since you're sacrificing a LOT, this creatures becomes HUGE fast, give you a great blocker and if someone wants to destroy it, they eat a lot of damage too.

Mayhem Devil is already in your maybeboard, I love it. since we're going for non-combat damage.

Braids, Cabal MinionGC is also great, slows down everyone while giving you a sac outlet for free.

Baeloth Barrityl, Entertainer While goading is great for your own protection, the fact that it creates treasure token to keep your mana up while sacrificing all your lands is great.
