I want to build a token deck with Nethroi, Apex of Death as my commander. I want most of the card draw to be based on sacrifice effects like Village Rites.

The biggest concern I have with this deck is that I won't have enough tokens or sac outlets to generate the card draw that I need: how many sacrifice / draw cards and token generating cards would you recommend?

I would recommend about 10-13 on average, you need to balance ramp, card draw, interaction, threats, and lands, so that seems like an okay number!

I love the idea of using Village Rites, I assume you are considering the other options like Costly Plunder that do similar work?

I am, actually, and I'd like to use creatures like God-Eternal Bontu as well.

I may have overestimated my need for tokens, since I thought I'd need at least 20 token generators. I was afraid cards like Village Rites would end up being dead cards.

For repeated token outlets you could look into some of the green cards that make tokens at the upkeep like Tendershoot Dryad , Awakening Zone , and From Beyond

I've got a Nethroi build here that I've been playing and I love it: Nethroi of the Squirrels and Golems

It does a similar thing by reanimating 0 and 1 power creatures that make a bunch of tokens on ETB if you're looking for suggestions. I don't have as many sac outlets, but Izoni, Thousand-Eyed and creatures with Devour, especially Skullmulcher and Mycoloth, are good includes.

I hope you’re running Pawn of Ulamog and Sifter of Skulls. That would be assuming, though, that your token generation comes from creature cards rather than instants and sorcerers.

There is a great 1 card re-animator engine in Journey to Eternity  Flip. You cast in on something you will sacrifice or going to lose. Preferably something that nets you an effect when it ETBs. The deck I run them in has stuff like Ravenous Chupacabra and Shriekmaw so they yield double, triple, and even more kills for the deck.

As an enchant, it will get you back the creature enbchanted when it dies. Then as a land, It is a repeatable reanimator engine. It can also tap for mana of any color.

I am not a fan of single use sacrifice card drawing in commander. Instead of single use sorcery cards, Put repeatable card draw in the deck. Because you are in black there are some options that involve sacrifice for flavor as well as getting you repeatable card advantage. Cards like;

Ayara, First of Locthwain, Erebos, Bleak-Hearted, Vampiric Rites and Smothering Abomination. Both of the last two are basically repeatable versions of Village Rites.

Last thing, you can go infinite With Smothering Abomination and a mana-less or free sacrifice outlet like a Viscera Seer or similar. You can draw cards forever and your only limit is how many token creatures you can put into play.

Dont forget cards like Fecundity and Moldervine Reclamation that draw you cards when creatures die. Deathreap Ritual would also be decent.
