UPDATE: The deck is now seeing competitive play! So I've updated it based on this article: PV's CFB UW Cycling
Drake Haven will flood the board with 2/2 Drakes that will quickly close out a game. You also have all the tools to deal with opponents board states that get out of hand.
Early game plan is stay alive, use Censor on early spells, use Renewed Faith to gain some life and cycle. We need to find a Drake Haven.
Mid game is when Fumigate (or Settle the Wreckage) the board away and hopefully gain some life back.
Late game is focusing on getting maximum value out of Drake Haven. Trigger as many as you can and start flooding the board with drakes.
Tips and tricks:
Cycling can be done at instant speed, and thus should always be done at the end of an opponents turn. This allows you to keep mana open for countermagic, Forsake the Worldly, Cast Out, and maybe a hard cast Hieroglyphic Illumination if you're desperate. The only exception is when you're digging for a land drop, or need to Fumigate.
Kefnet the Mindful can be considered to be used to bounce your cycle lands you played early, to then cycle them.
Forsake the Worldly has lots of viable targets; Gearhulks, Cast Out, Drake Haven, Heart of Kiran, Scrapheap Scrounger, God-Pharaoh's Gift.
Don't be afraid to cycle early. You need to consistently hit land drops, and also find Havens. Also, you will probably be playing the cycle lands more often than cycling them. You only want to cycle them when you have some Havens to start triggering.
Don't get too greedy. Think about how many drakes you need to close out a game. Don't cycle away a Cast Out for an extra drake you may not need, because a god like Hazoret the Fervent could appear... or worse; they Fumigate all your drakes, and gain life.
Aggro is a bad matchup. You need to focus on the early game if you want to survive. The sideboard helps with this. If you find your local meta is aggro heavy, add more Renewed Faith, Impeccable Timing, Authority of the Consuls. It is often correct to cast Renewed Faith instead of cycling against aggro.
Control and Midrange are good match ups. However, control can sideboard well against us, so our sideboard is prepared. Again, if control heavy, consider Negate. Save Negate for when you try to resolve a Haven.
When playing against control decks, especially game 1, you should be mindful of your Countervailing Winds. Theyre your best cards. If you can, try not to play Abandoned Sarcophagus until you have at least a couple in the graveyard. If you can cast 2-3 on key spells and then rebuy them, thats very good for you.
If you already have a Drake Haven and a sweeper in hand, you dont need to cycle turn 1. Almost everyone will cycle instinctively, because it looks like theyre doing something, but when the best card for you to draw is an extra copy of the card you just cycled, then theres no reason to do it.
Drake Haven works on any discard, including the discard step and a potential Duress that they play. They cannot respond to you choosing a card with Spyglass, so they might be forced to react to it. If they dont make Thopter tokens in response, for example, you can name Whirler Virtuoso. If they do, you can name Chandra. If they dont sac Bomat, you can name it, and so on. Looking at their hand and choosing a card is all part of the same ability and theres no window for them to do anything between them.
Dont worry about necessarily closing the game out, you win the overwhelming majority of long games against non-control decks. Focus on surviving, and eventually youll overpower them with Search for Azcanta, Drake Haven or Sarcophagus.
