Rock Hydra enters the battlefield with X +1/+1 counters on it.

For each 1 damage that would be dealt to Rock Hydra, if it has a +1/+1 counter on it, remove a +1/+1 counter from it and prevent that 1 damage.

: Prevent the next 1 damage that would be dealt to Rock Hydra this turn.

: Put a +1/+1 counter on Rock Hydra. Activate this ability only during your upkeep.

The short answer really just is: powerful effects like extra turn’s, Yawgmoth's Will , and similar effects are already so powerful that abusing them any more then that makes them un-fun / broken. Shahrazad , is annoying on its own, but when copied 3+ times it’s more than van worthy. When Time Walk was printed 30+ years ago, an extra turn to play Rock Hydra wasn’t a huge problem, but now cards like Approach of the Second Sun / Isochron Scepter / (insert most modern mythic cards) make that just not feasible. If players can abuse and effect, they will Oko, Thief of Crowns , if they don’t shuffle/ exile themselves they will warp formats.

I also adore hydras and I am certainly aiming to shift this deck more in favour of them!

Now that you've brought up Rhythm of the Wild I'm super hyped to slot it in, the haste in particular is spicy with huge hydras but the flexibility that it offers is key to its awesomeness too.

Hungering Hydra , Primordial Hydra , Kalonian Hydra , Rock Hydra and Polukranos, World Eater fit the deck amazingly as well and I'm genuinely just going to slot them in right now. Managorger Hydra as well is an excellent early game drop that can get really insane if your opponent's ignore it so I'll bring it in as well.

Ferocity of the Wilds also fits the deck really well, but I think I'll pop it in the maybeboard, simply because I've run out of room for it! Tibalt, Rakish Instigator and Sarkhan the Masterless are also super interesting planeswalkers that I'll be sure to test thoroughly!

Unbound Flourishing is a really good enchantment for this deck, especially regarding your X cost spells. Rhythm of the Wild and Ferocity of the Wilds will help your Hydras beat your opponent's face in even harder. Managorger Hydra , Hydra Omnivore , Polukranos, World Eater , Tibalt, Rakish Instigator and Sarkhan the Masterless are also good additions to the deck. Hungering Hydra , Primordial Hydra and Kalonian Hydra are also good Hydras for this deck. Rock Hydra should also be in here.

I love Hydras and I hope you take these into consideration!

Rock Hydra would be fun in this deck. Rhythm of the Wild might be good in this deck as well. Vastwood Hydra may also be a good addition to this deck. Wildest Dreams is good recursion. Entreat the Dead and Living Death may also help. Explosive Vegetation , Kodama's Reach , Farseek , Peregrination and Untamed Wilds are also good ramp spells.

Nullstone Gargoyle is great for creature heavy decks.

Rock Hydra and maybe another couple things with X in the casting cost.

Balduvian Rage and Howl from Beyond maybe

Don't even THINK about playing Heartless Hidetsugu without putting Vampiric Link in your deck. Its jut too funny.

I just realized you might be looking at a physical copy of Rock Hydra, which was only ever printed with the extremely old-fashioned and confusing rules text. For weird old cards with weird old text, be sure to check the Oracle text given in its Gatherer entry to see if the rules text has been clarified and updated since the original printing.

Yes, if you use the activated ability. Not having +1/+1 counters will stop the "for each 1 damage..." ability from doing anything, as it says. However, there's nothing stopping you from activating the ": Prevent the next 1 damage that would be dealt to Rock Hydra this turn" ability.
