Looks good man. Here's some card suggestions, mostly on the cheap:
Oblation - shuffle opponents commanders, or whatever else
Swiftfoot Boots - your commander will be a removal target, give him hexproof
Sol Ring - Every EDH deck should have this card
Illusionist's Bracers - Every time you activate your commanders abilities, this gives you the same affect a second time
Basilisk Collar - This also works with the bolt ability. Turns the bolt into "Destroy target creature, gain 3 life"
Oblivion Ring - solid catch-all removal
Gratuitous Violence - Double the damage of your bolt ability and the damage of your creatures
Temur Sabertooth - If you have 12 lands, your commander, and this guy in play you get infinite mana, meaning you win the game.
Rampaging Baloths - one of the best landfall guys
Mina and Denn, Wildborn - Play extra lands, gives trample to creatures, and lets you return lands to activate landfall more
Darien, King of Kjeldor - just an awesome white bomb I ran across
Angel of Serenity - Kill everybody's commander, or temporarily remove any other threatening creature
Acidic Slime - solid removal that serves double duty
Harmonize - great green draw spell
Grow from the Ashes, Nissa's Pilgrimage, Nissa's Renewal, Peregrination, Untamed Wilds - all solid pieces of ramp. Your 2 CMC ramping elves are pretty slow and weak to removal/board wipes. Plus, using land ramp rather than creature ramp increases your commander's utility when it comes into play and makes getting that infinite mana combo easier. With infinite mana, you win the game if your commander is out and no one can remove it at instant speed.
Some of the weaker cards that I'd suggest removing: Akroan Hoplite, Polis Crusher, Relentless Raptor, Sylvan Primordial (this card is banned in EDH), Budoka Gardener, Quirion Elves, Skyshroud Elf, Sylvan Caryatid.

Aren't you a little worried about the early game? It seems that the average creature cost is 6+ and only 1 mana rock and 3 ramp spells. I feel you will have a hard time staying alive to cast your cards against an aggressive field.
I usually like to play 37 lands with 10 mana rocks and 10 Ramps spells in my green decks. here are some to consider: Drover of the Mighty, Birds of Paradise, Darksteel Ingot, Commander's Sphere, Collective Voyage, Oreskos Explorer, Tempt with Discovery, Veteran Explorer, Expedition Map, Gift of Estates, Greenseeker, Journey of Discovery, Horizon Spellbomb, Journeyer's Kite/Thaumatic Compass Flip, Mycosynth Wellspring, Nissa, Vastwood Seer Flip, Peregrination, Pilgrim's Eye, Search for Tomorrow, Seek the Horizon, Sprouting Vines, Sylvan Reclamation, Sylvan Ranger, Sylvan Scrying, Weathered Wayfarer, Yavimaya Elder, Wild-Field Scarecrow, Burnished Hart

First things first...Sakura-Tribe Elder and Sol Ring. By using Omnath, Locus of Rage with expensive dragons you want early and inexpensive ramp. Shaman of Forgotten Ways is also a great ramp for creature-heavy decks. I understand this aspires to be a budget deck so Burgeoning finds home here and not Exploration too. Take out Relentless Hunter for Rubblehulk. Take out Harbinger of the Hunt for Savage Ventmaw.
Zendikar's Roil is a bit slow and ineffective here as you don't focus on small tokens rather than big fat tokens from Omnath and creatures. Where Ancients Tread also finds home here it has won me lots of games (I also play EDH with this Omnath). Take out Peregrination for Cultivate it's essential to have cheap ramp spells. You can scry a lot more with Lifecrafter's Bestiary.
Wild Slash and Draconic Roar are awful in EDH. Instead have Comet Storm and perhaps Starstorm or Mizzium Mortars...Ground Assault, Hull Breach, Decimate and Vandalblast are all excellent removals for Gruul EDH.
In the end some good cards are: Elemental Bond for card draw. Rite of the Raging Storm which triggers both Elemental Bond,Omnath, Locus of Rage AND Where Ancients Tread. You can take out Revel of the Fallen God for it...it's not such a good card. Spellbreaker Behemoth to mess with those blue players out there. Gruul Turf, Naya Panorama, Terramorphic Expanse as for lands. Grave Sifter or Creeping Renaissance for turning the game to your advantage. And perhaps Mistcutter Hydra for a kill out of nowhere.

I had Spidersilk Armor but it got removed for some sort of land tutoring sorcery. Peregrination, maybe? It will go back in if flyers become too big of an issue, but so far that has not been the case. My flying worries are more about avoiding problems than solving them.

anonymousperson184 Thanks! This is really my first attempt at a combo heavy, focused deck. Previously I had just been using whatever I had on hand from boosters/dbtk's so your recommendations are really helpful! I've taken your advice and replaced the Explosive Vegetation and Peregrination with 4 Cultivate and added 2 more Doom Blade. I built this for a tourney with friends but some of them are experienced magic players and some are just really good strategists, I'm interested to see how this deck goes. Really looking forward to that Predator's Rapport drop!
