What blue Commanders are the best?

I've been having some trouble figuring out what to do in Blue with Commander/EDH
So can I get some Help?

In commander, there are a lot of great politics cards that you can use to help/hinder your opponents and play mind games. Game Plan is a great card for this. Also Standstill. Also never underestimate the political power of Telepathy in a multiplayer game.
Blue has a whole suite of copy cards like Copy Artifact and Copy Enchantment.
Cards like Diplomatic Immunity will help keep your commander/wincons alive.
Cards like Freed from the Real offer scary combo potential.
As far as wincons go, there are creatures like Stormtide Leviathan that locks everyone down and starts wailing. You can also go for something like a Turnabout + fat creature smack.

As far as commanders go, that really depends on how janky you want to get. I'm personally tackling a Kaho, Minamo Historian deck. This card basically lets you tutor 3 cards into a 'pocket exile' space that works like a second hand. You then cast these cards normally by activating Kaho's ability.
Ertai, Wizard Adept is another great option. Cards like Training Grounds makes it a formidable (and annoying) commander.

Or if you're looking to do the most blue thing of all Azami, Lady of Scrolls is basically a wizard tribal control deck.

Going from a pure power standpoint the top two Mono-blue commanders are Teferi, Temporal Archmage and Arcum Dagsson. If you are judging along a metric besides pure power please let us know so that suggestions can be tailored to what you are looking for.

I played a fair number of Mono Blue decks - really one shell that I’ve taken out/added cards to depending on who the commander is. I always go for the more fun (for me) and competitive commanders; I’ve done Thassa, God of the Sea, Teferi, Mage of Zhalfir, Jace, Vryn's Prodigy
Flip, Memnarch, and Baral, Chief of Compliance.
In terms of fooling around, my favorite definitely was Jace, just because of the funny amount of card draw he stimulated - problem being that I’d start to draw into lands, whiffing and being left helpless. In terms of hate, Memnarch definitely got the most; he wouldn’t last very long on the table, even if I didn’t have enough mana to take more than a single permanent.
My current one is Baral counterspells, and honestly, I hunk I like him the best so far. Don’t like someone? Lock them out. Someone picking on you? Lock them out. Wanna have fun? Lock them out. It’s pretty straightforward and always reliable to stall until you get to your combos.

I second cdkime's comment -- they are on point. Regardless of what playstyle you prefer, you can find a mono-blue commander for it based off that list.

Allow me to second Azami, Lady of Scrolls - IMO one of the funnest commanders out there.

You will have to be a bit more specific about what you're looking for if you're breaching multicoloured as an option. From Animar, Soul of Elements to Zur the Enchanter, there are dozens of competitive commanders containing Blue, spanning all the regular EDH strategies.
What sort of playstyle do you tend to enjoy?

I love Aggression, but from time to time I will play Control
Don't play enchantment decks at all.

Zur (at least competitively) isn't an enchantment deck. It is a Doomsday combo deck.

That's fine. I just didn't want you to discount Zur if you were unaware. I really like esper so Zur is one of the ones i would suggest and so is Breya, Etherium Shaper. But they are both combo and you said you like aggro and control so they probably won't make the cut. Edric, Spymaster of Trest might be something you would be interested in though.

I assume you mean mono-Blue? You have a lot of options:
Teferi, Mage of Zhalfir has a great ability, allowing you to leave mana open for responses, without the risk of wasting a turn.
Padeem, Consul of Innovation can be used in an Artifact combo deck.
Kira, Great Glass-Spinner makes your creatures a bit harder to kill.
Teferi, Temporal Archmage has a set of powerful abilities.
Talrand, Sky Summoner is strong for spellslinging.
Jace, Vryn's Prodigy
Flip is another useful comander for a spellslinging deck.
Mistform Ultimus can be an interesting Voltron Commander alongside tribal bonuses (think Merflok and Slivers for mono-Blue).
