I think you can't have Breaking in the deck since add it requires adding the entering as well side since its on the same card. The color identity for the card is both sides which makes it Blue Black Red.

I have made an EDH Dimir mill deck before but it is extremely budget, feel free to look at it anyways to see if there are any cards you like that you missed, Welcome to the House. Also put in Duskmantle Guildmage to infinite loop with Mindcrank and Consuming Aberration as a heavy hitter/blocker that can mill pretty damn well.

I really don't know what you should remove, I only have two suggestions being keep all the milling cards in there because you don't have all that many and also take out Chains of Mephistopheles . The card seems fairly useless and kinda bad actually, what I'm seeing is if there would be an extra draw they have to discard first which is very situation specific and not that powerful.

Some nice stuff here, with quite a few Legacy power cards. Can't go wrong with them.
I'd say more creatures. I run 17 in my 60 card Dimir mill deck and it's barely enough to hold fort.

Chains of Mephistopheles isn't a bad card by any means, but unless you're Wheel and Deal ing or otherwise making them discard already it's not doing as much as a 190 dollar card should do.

You have lots of spot removal and Terror seems outclassed.
Toshiro Umezawa doesn't seem to synergize very well. Thada Adel, Acquisitor would fit there better.
Neither does Ashiok, Nightmare Weaver , probably don't need to replace the small amount of milling Ashiok does. It could turn into a creature, but most creatures in EDH are utility dudes (many have activation costs) or fatties (that require a -6 or more.)
Instead of Mind Funeral use Mind Grind . It's slightly more expensive but it hits everybody, and with infinite mana could be a win.
You run the Eldrazi legends so you don't really need Elixir of Immortality .
Also, Time Stretch is obnoxiously expensive. It's likely to eat up a spot in your hand until its too late.
I've used Psychic Spiral in the past and it's often disappointing. If you're looking to put together the infinite mana combos first (where Spiral would shine) then mill you'd be better with Oona, Queen of the Fae as your general.

the reason I didn't take out Elixir of Immortality is because i want the safety-net it provides which the Eldrazi legends can't.
Took in Mind Grind
As to Oona, Queen of the Fae as my general. She was also my first thought, but ended with Lazav, Dimir Mastermind because of his hexproof and his ability to take form of a creature which is put into a graveyard. my hopes is that he can be a hard hitter to beat down, or give me a good advantage against my opponents. But Oona, Queen of the Fae is definitely my nr. 2 choice :)

I did. I quite like this, its really kick ass. I've been testing it against my Mayael deck and it's gone both ways. Fun times.
I tried to build a Wrexial mill deck at one time, but just didn't have the cards to really do it justice.

Ulamog and Kozilek come out to 75 dollars themselves. Damnation is 35. Grim Monolith and Power Artifact are in the 20-25 dollar range each.
It's hard because yes, you have a few cards that are worth less than a dollar but when every other card out of 100 is 6-12 dollars and some worth 20-50 then it's going to add up.
I see you having two choices. Go for the cheaper route cutting cards for worse versions (ie. Damnation for Black Sun's Zenith or Life's Finale ) or bite the bullet and buy the cards slowly. That's what I've been doing for my Mayael build. I do think Ulamog and Kozilek are unnecessary for this build though. They're really good, but they don't contribute to the game plan at all. You're also two cards over but as has already been pointed out its nice to have some creatures. You'll have a hard time hardcasting them without infinite mana anyway though...Decisions decisions

I'm not sure if Power Artifact +Mana Vault works for infinite mana, since Untapping Mana Vault specifically only happens at the end of your upkeep, and you only have your one upkeep.

Dreamborn Muse and Mesmeric Orb would do very well in here. It hits you too but having ulamog helps offset that and it's huge mill for the effect. Good deck! +1

This deck looks a lot like mine Lazav (Combo-based) so I think you've done a great job with the concept. Lol.
Some comments:Leyline + Helm is a pretty cool combo except your commander needs creatures to be put into the graveyard. If you're playing duel then it's ok but if you're playing multiplayer, Oona might be better suited for the deck. You run a number of infinite mana combos so I think Oona would be great.
I'm not a fan of Phenax unless the deck is made around him. Same goes with Wrexial. Good as he looks on paper, I have never been able to use him well in-game. Try Consecrated Sphinx and Teferi, Mage of Zhalfir . Teferi is pretty awesome because you can use him to lock an opponent/s down before you play your game-finishing combo.
Lastly, i'd take out the infinite turn combos or at least the take another turn cards. Get some counterspells like Hinder (good for tucking commanders, Counterspell and maybe Pact of Negation . This will ensure that if and when you play your combo, nobody will be able to cast something that will screw things up.

This is my first try on a commander deck. My friends and i got the idea of making our own EDH deck. Well this is my try..
First off all i want to say, I have a modern mill deck, and then i thought about how fun Traumatize would be in commander!
So, my deck is first off all a mill deck. because i thought about how fun it would be to see my opponents face while I mill him/her out in a commander game.
