This deck felt very underwhelming. That being said, these are my thoughts and the changes that I would make.

MB Thoughts and Changes:

MB Lingering Souls felt good. Sometimes this deck struggles to get in the last points of damage. Souls helps fix that problem. The souls tokens are also great chump blockers which negate the need to run Ensnaring Bridge . Pitching this to Lili or Smallpox felt good.

+1 Raven's Crime this is one of the best cards in the deck and it would be a crime to run less than four.

-2 Ensnaring Bridge Raises the CMC of the deck too high and wasn’t that effective. Lingering Souls is better and fills a similar spot.

+1 Swamp Run 24 lands.

Wrench Mind always felt good. I would be fine running a fourth one of these in the main.

SB Thoughts and Changes:

-1 Delirium Skeins This card never really felt that great. My opponent was always hellbent by the time I could cast it. I can see this being useful against decks that run a lot of card advantage (UW variants.) Other people seem to think it is good. Keep two in the board for further testing.

+1 Lingering Souls great finisher, chump blocker, and has great synergy with other cards in the deck.

+1 Engineered Explosives A great catch-all answer for a number of troublesome permanents.

+1 Ratchet Bomb anti Blood Moon tech.

-2 Rest in Peace This is a non-bo with Raven's Crime and Lingering Souls . It should be replaced with either 2x Leyline of the Void or 2x Nihil Spellbomb . Spellbomb might be more optimal than Leyline of the Void . The reasons for this are: Spellbomb cycles, which is important for a deck that needs cards. This deck doesn’t mulligan well and if Leyline is not in your opening hand, it becomes a dead card (four mana is a lot for a deck that runs Smallpox , Raven's Crime , and doesn’t really want to have more than four lands out at a time.)

-1 Ensnaring Bridge Damnation is a better option. Your opponent is going to bring in artifact hate for The Rack so running Ensnaring Bridge just makes their hate less of a dead card. Lingering Souls is better in this spot.

+1 Damnation see above.

-1 Collective Brutality the burn match-up is already good.

I don’t know how I feel about Dark Confidant in the side. He is good against UW/UWx decks. Probably keep him in for further testing.

-1 Anguished Unmaking Keeping one is the board is important for removal of resolved planeswalkers.

The Blood Moon problem: this deck can’t beat a resolved Blood Moon . Going mono-black would fix this problem – I don’t like that solution. I don’t think that instant speed cards like Disenchant are the solution for a tap-out deck that plays at sorcery speed. You just can’t lose the opportunity to cast your spells to hold up mana for instant speed enchantment removal. Ratchet Bomb might be a solution. I don’t currently have a good answer.
