It seems like your Herald of Secret Streams isn't doing much, because your other cards don't give +1/+1 counters, only +1/+1 as a static/triggered ability.

Your creatures and non-creature spells also look to be at odds: your creatures are very aggro, while it seems the rest of your deck is much more controlling. It might be better to either lean into the aggro side of things and replace your counterspells with unblockable instants, perhaps splashing into green for pump spells and more pumping merfolk; or lean into the control side, and replace things like Shaper Apprentice with Wind Strider and Tempest Caller.

For flying defense, I'd suggest either semi-creature removal in Waterknot or Castaway's Despair. You could also get Merfolk flyers in Wind Strider or Shaper Apprentice. But TBH, there aren't many strong flyers in Standard right now so I don't think that you need flyers or flyer defense. This is why I only have 3 flyers in my Simic Standard Merfolk V 2.0. As an afterthought, you should take Ice Over away because it doesn't tap the enchanted permanent when it ETBs.

Yeah, I'll agree with you on your statement of "not enough copies." If you really like not having that many copies of anything, you should probably play commander. Since they only allow one copy of any card anyhow. The current "meta" for Merfolk is to have everything be quite cheap and go straight aggro, but a lot of the cards are based in RIX (Rivals of Ixalan), so, there will be a little wait for the majority of cards. If you'd want to fit into that meta, you'd have to do away with cards like River's Rebuke and Wind Strider. You could probably keep one copy of Tishana just for a little fun late game if you'd like, but, it wouldn't be preferred. Then if you do fit a lot of your cards into the cheap category, like 1-3, you can run Vanquisher's Banner for a lot of casts every cast later on. Trying to give advice to your deck is a bit difficult due to the fact that you don't have one set theme, you're just a part of everything. There are aggro decks that focus in that 1-3 range with Herald of Secret Streams and run right through with cards that give bunches of counters like River Heralds' Boon and Vineshaper Mystic. Then there are control versions of merfolk with a bunch of counter spells and then move stuff like Run Aground and River's Rebuke. Token decks are also a thing for merfolk, but they can run along side with the Herald of Secret Streams deck with Metallic Mimics. Tishana decks are fun, probably being run in a counter deck to get into late game and having a wall built of creatures to block with and then swing out in the end. I'll leave my deck that I've made out of the cards I had left over at home, it's not super great, but, it does its job. I'd recommend picking a theme and sticking to it, it'll make the deck a lot more smooth. Again, this deck will be so much better once RIX hits for merfolk tribal, it's coming up, January 19th!

Don't dismiss your 4-drops. They are going to be necessary for Merfolk to have a decisive finisher. You can really easily cast out your entire hand with 1,2,and 3-drops and then you're vulnerable. Kumena, Tyrant of Orazca and Herald of Secret Streams are a potentially game winning combo. The new Seafloor Oracle and Riverwise Augur are fantastic utility cards. Running a single of both can provide you necessary card draw and card value later in the game. Who doesn't love a Brainstorm in standard?!

I'm a lover of value Flash creatures, so I even run 2 Snapping Sailback as the top end of my Merfolk deck. Nobody expects you to be able to produce an actually usable 5-drop in Merfolk tribal (I'm look at you Wind Strider), It's got the biggest body in your deck, and casting it turn-5 for a surprise block will both seriously hurt your opponent's board state for your next attack, but the Sailback's Enrage trigger functions beautifully with your Herald of Secret Streams, turning into a 5/5+ Unblockable Beater. Dinosaurs are just bigger, scalier Merfolk :D

Welcome to Magic! Let's talk about deck building.

I appreciate that this appears to mostly be building off what you have, but you'll find that to be a difficult way to play. Online sellers like tcgplayer or your local gaming store can probably do a better job furnishing you with full playsets of cards you want. Realistically, as there aren't an enormous number of good merfolk, you'll want to get the max number of the good ones.

A critical consideration for this deck is that a new set is coming out very shortly, less than 2 weeks. We already know it contains some good merfolk, you can puruse the revealed cards here, and there are more to come. http://mythicspoiler.com/rix/ I'd suggest you wait before cementing your deck considerations. Silvergill Adept in particular will be an autoinclude at 4x, but there will likely be many fun options. Merfolk Mistbinder, which tappedout doesn't recognize yet because it's new, will also be something you will want 4x. You can check it out on that link.

On to deck building. Merfolk are an aggressive strategy. The kind of deck that's interested in playing those 1 mana 2/2s you have with Kumena's Speaker. Your cards should follow that model. Low cost, quick to close out a game. So unfortunately, that Jace isn't a great fit here. He's 6 mana and doesn't do much for your strategy. Jace is the kind of card you see in a control deck, which is playing the long game, trying to run the opponent out of resources, before closing with powerful big threats. Having aggressive cards alongside control fatties is usually a mistake. At most you might have it in the side board to combat control strategies that will take you into late game. It should also be noted that you have only 20 lands, making a 6 mana spell VERY ambitious. The same logic also applies to Fleet Swallower.

Working under the assumption that you follow my advice and make those cuts, then New Horizons is also quite unimpressive. It ramps you into a late game strategy that would no longer be a part of your deck. Your 3 drops should be powerful threats that kill the opponent or powerful removal cards to deny their strategy.

Then there are outright bad cards: Jade Guardian is 4 mana for 3 power. If it doesn't do something much more exciting, then that's a big nope. Same for Wind Strider. Creatures that have less power than their mana cost are usually not good for an agressive strategy. And even if you have 1 Jace in your deck, it wouldn't be enough to make Jace's Sentinel good. Same for Grasping Current; pretty mediocre with Jace, terrible without.

In about a week, the whole new set will be spoiled. Shortly after that happens, and the pro players and content producers have seen the cards, you can google what a standard merfolk list might include for ideas about how to construct your deck. That would probably be the best place to start, as brewing independently can be challenging for a new player.
