Looking at Gisela,

Combustible Gearhulk and Tectonic Giant both give you card advantage and damage to an opponent. Gearhulk being more of a burst and Tectonic being consistent. Both are less mana intense in the long run.

AEther Flash: Older card that only kills one of your creature cards (and even that creature still gets its ETB) and keeps your opponents from only having creatures with at least 5 toughness with your commander out.

Descent into Avernus, Citadel of Pain, and Burning Earth play well and are on theme with mana barbs. They are also all similarly priced and the only expensive-ish cards I'll recommend.

Having at least one Sulfuric Vortex effect that stops life gain is good in a deck like this.

Rem Karolus, Stalwart Slayer could be put in and even work as a backup commander. Plus side, it costs the same.

My point is, there are a ton of better options and the plus side is there are cheap and nonoppressive options as well.

Templating confusion:

• Why doesn't Fealty to the Realm doesn't just goad?
• Why doesn't Gollum, Obsessed Stalker just say "...dealt combat damage by it..."?

I get that there's some nuance to not having the above (e.g. Helm of the Host on Gollum), but it seems minute.

Thankfully no Horsemanship on Rohan cards, AFAIK.

Boromir, Gondor's Hope: {U} feels weird flavor-wise. The sea power thing again?

The faces in Lorien Revealed look more horrified than amazed

Call of the Ring is basically a more wrath-resistant Dark Confidant in decks with a black inclusive mana value <= 1, namely: Rograkh, Son of Rohgahh (with the proper partner), Ashnod, Flesh Mechanist (skulk + 1 base power means she can often attack safely for her trigger), Frodo, Sauron's Bane (obviously). Also Valentin, Dean of the Vein  ^Flip, I guess.

Fall of Cair Andros: Man, Blasphemous Act was already overpowered. Gogo Rem Karolus, Stalwart Slayer (+ a haste source), the Army will probably be able to finish someone off on its own while you attack someone else with the rest of your creatures.

Rising of the Day: Randomly strictly Fervor, I actually don't like this.

Long List of Ents: Cute, but the amount of hoops you need to hop trough for one extra counter per turn feels pretty anti-climatic. But hey, if your proliferate an extra chapter counter onto this (or something) and you then cast a changeling (or something), it'll get two counters! Woho...

Quickbeam: Kinda feel like he should have haste?

Horn of Gondor: Even if it's non-free to activte, Human Krenko is pretty good.

Palantir of Orthanac: I feel people are overestimating this for the purpose of self-milling. After 2-3 counters in a graveyard deck, people are just going to let you have that free Preordain

Still a beast of a deck! What would you think about Alibou, Ancient Witness? His haste-giving passive will get those golems swinging, and you can scry and burn at your leisure (also includes mana rocks, which I forgot about lol)! Not to mention, if True Conviction is out, that's like a super lightning helix! As less impressive thoughts, what about Rem Karolus, Stalwart Slayer for protection or Tori D'Avenant, Fury Rider for a little trample, punch, and pseudo-vigilance?

It is an interesting little budget deck your making. I just want to drop some other affordable cards for your consideration: Truefire Paladin, Rem Karolus, Stalwart Slayer, Ajani Vengeant, General Ferrous Rokiric, Deflecting Palm, Rip Apart, Eiganjo, Seat of the Empire.

In place of the 4x Lightning Helix will be put the 4x Aether Vial. My idea was to do something more Burn but aggro will be much better and most aggros are just creatures in MD. 4x Lightning Bolt and 4x Smitten Swordmaster will be left to finish but the 2x Rem Karolus, Stalwart Slayer I will exchange for 2x Adeline, Resplendent Cathar. I will look for side against Blood Moon and other enchantments. Thank you!
