A Mono-Blue Turns deck strings time walk effects combined with howling mine effects to draw more time walks and lands, eventually you draw one of your win conditions and end the game.

In the case of this deck we use Time Warp,Temporal Mastery, Walk the Aeons, and Part the Waterveil as our time walk effects, and Jace Beleren, and Dictate of Kruphix as our draw engine. Part the Waterveil, Mutavault, or Jace Beleren form our win conditions. Generally we will "go off" turn 5 or 6 using counterspells, such as Cryptic Command and Remand to allow us to get there. Also I am with the suggestions of Marvel_Dracula using white for cards such as Path to Exile and Timely Reinforcements as well as powerful sideboard cards like Stony Silence and Supreme Verdict.
