With the banning of treasure cruise, Izzet Delver lost one of it's best tools for competing with the other top decks of the legacy metagame. However, the deck was tier 2+ even without treasure cruise, so I believe that it can remain competitive (though not as dominant as it was).
The basic gameplan is the same: We create a quick clock with efficient creatures that reward us for playing instants and sorceries. The creature base of Delver of Secrets, Monastery Swiftspear, and Young Pyromancer will remain the same, as well as the full set of cantrips in Ponder, Brainstorm, and Gitaxian Probe. To finish out the core of the deck, Daze and Force of Will add some distruptive elements.
Losing cruise is a huge hit to the long game potential of the deck, so I'll try and use the remaining 12 spots to push the speed of the deck- thus full play set of both Lightning Bolt and Chain Lightning, as well as 2 Fireblast. 2 Dig Through Time will help find the last bits of burn or countermagic to close out games.
On to the sideboard-
Most of it is pretty standard- lavamancers for mirror, Death/taxes, elves, infect... vortex for miracles, random control decks... pierce & pyroblast for combo... extraction for drege...
Smash to Smithereens is a local call, as Affinity, MUD, wolf-moon, and painter's servant are all present.
Monastery Siege might seem weird, but the mono-red match-up is SO BAD it's embarrassing, and I'm convinced the dragon mode is big game there. I might take a cue from modern and run Dragon's Claw in it's place.
