What is this?

At heart, this is a Norin combo deck. Norin the Wary + Genesis Chamber is where we want to be turn 2, with a closely following Impact Tremors or Purphoros, God of the Forge . However, this is hardly consistent, and so this is where the other half of the deck comes in.

Earthquakes and Goblins

Let's talk about our card choices:

Norin the Wary : The heart and soul of the deck. We play 4 to increase our odds of comboing with our other cards, although dialing back to 3 is perfectly reasonable.

Impact Tremors and Purphoros, God of the Forge : Our grind mechanism. We'll be generating tonnes of creatures every turn, and this our biggest outlet.

Genesis Chamber : Our primary combo target. This with Norin generally means one token every turn (our opponent's as well). Not only that, but all of our cheap creatures come with a little buddy. Yes, our opponent gets one too, but chances are they will benefit from it far less than we will.

Goblin Rabblemaster : If Norin were a goblin, and a little less wary, he'd be the Rabblemaster. He's great because a) he makes goblins and b) he triggers our Impact Tremors every turn. He also acts as an incidental win condition with his last line.

Mogg War Marshal : A fantastic card. Triggers Genesis Chamber, and triggers Impact Tremors three times minimum. He's also a goblin, so he checks out.

Goblin Grenade : If you have goblins, you should probably be using Goblin Grenade; a painless Dismember is nothing to sneeze at. The best target by far is Mogg War Marshal, where you don't even have to lose a goblin.

Goblin Bushwhacker : If you've ever heard of "8whack", you've probably heard of this card. He's a monster. On top of the ridiculous damage he can pull off with the rest of the list, he even triggers Genesis Chamber to give us an extra attacker.

Legion Loyalist : And to maximize our damage potential, we get to avoid all the tokens we might have given our opponent. Also, our Rabblemaster has trample. Neat.

Show no mercy. Let the mere quake of our steps fell our foes.

Of course, criticism is always welcome.

Updates Add

It's been a long time since I did anything with this deck, but I figure I should at least update the sideboard.

Damping Sphere is great. It makes Tron and Storm winnable.

Alpine Moon, again, helps in Tron, but it also has uses against Valakut, and turns off pesky manlands that we otherwise have trouble with, mainly Celestial Colonnade.

Abrade is just fantastic. Cutting Ingot Chewer might be correct, but that obviously depends.

Tormod's Crypt is a must nowadays. Can also play Ravenous Trap and Surgical Extraction if those are preferable, but graveyard decks pose a serious threat. Free graveyard hate is a must nowadays.
