Leonin Arbiter says no.

Most people will probably ignore this list because it starts off with Akroma, Angel of Fury . This is actually a serious deck. The Akroma can be flipped pretty reliably off a Restoration Angel or Flickerwisp from an Aether Vial.

Leonin Arbiter ensures max value is attained from Path to Exile and Ghost Quarter. He also pairs well with Thalia, Guardian of Thraben, as most decks in Modern play fetchlands so this really puts a tax on their resources.

The hardest part of playing this deck is knowing what to do with a Vial vs non Vial opening hand. Obviously turn 1 Aether Vial on the play is much stronger than a no Vial hand, but no Vial hands are still playable in many cases. Also, drawing a Vial past turn 3 is worthless, but it's part of the price for playing such a powerful card. Knowing how to abuse the fact that Vial also gives creatures Flash + Uncounterable is key as well.
