I'm noticing a distinct lack of counterspells in this blue deck, but maybe that's on purpose hahaha...
Would he find an extra turn or two fun? (I know I do lmao)
Seems like a cool deck, I hope he likes it :)

Giada's just terrifying as a Commander. I built her without even clocking how good she could be, and ended up wrecking Commander night. I don't think I was doing anything you don't already have covered, though piggybacking on the previous comments, Windbrisk Heights can be worth the 'enters tapped' tax if only because it can get you a free cast of something excessively huge like Avacyn.

I really think the deck would really benefit from 3 more lands. I've got tons of ramp, and it works most of the time, but sometimes I feel like I don't quite get the land I need. I'm not really even asking what 3 lands, though if you have suggestions I'll look at them anyways. I'm just stuck on what I can cut.
pila-pala,Magus of the Coffers and Staff of Compleation are my personal thoughts, but then I worry about some of the other included combos not having redundancies.

Phyrexian Subjugator
Creature - Phyrexian Horror
Trample
Whenever Phyrexian Subjugator is dealt damage, you draw that many cards and each opponent creates that many 1/1 colorless Phyrexian Mite artifact creature tokens with infect and ‘This creature can’t block.
5/5
Feel free to remake this if you have a better idea, otherwise create a colourless one, or wild

Welcome to the club, rushed_down!
Seconding clayperce on your game store's choice of card suggestions. Giving them the benefit of the doubt, maybe they encourage a highly competitive meta, and think that these are good stock cards for any deck, without thinking about the impact on a less competitive builder. (I'm trying not to assume the worst here, but it's concerning.) If they suggested Scalding Tarn for this deck, that really is a red flag. Either way, let them know that you want a casual deck for the lower brackets, like a 2 or low-power 3, and you should be able to get something more like what you're looking for.
Are you happy with mono-blue, or do you want to try other color sets? What sort of strategies and game play do you like?

First: Welcome to Commander!
Second: I recommend starting a thread over in the Commander Deck Help Forum, asking for help.
OK, now for some thoughts ...
- There's no subtle way to say this, so I'll just say it: I'm pretty sure your game shop is WAY more interested in selling you pricey cards than in helping you develop as a new Commander player. Urza, Lord High Artificer, Cyclonic Rift, Mystical Tutor, and Rhystic Study are all amazing cards, but they're called "Game Changers" for a reason: They will totally warp the game if you play them and--more importantly--they will TOTALLY mark you as a competitive player to the other players on the table ... and if you're not prepared for that, you'll be pummeled. Urza, in particular, is one of the best Commanders in the game (until recently he wasn't even allowed as a Commander in Brackets 1 or 2), and I would NEVER recommend him as a Commander to someone who describes themselves as "not a very competitive person". Worse though, while Scalding Tarn is a great card in any deck with Red, there's absolutely no reason to run it in a Mono-Blue deck.
- When asking for help, it's a good idea to state what kind of a budget you're on. You've got some pricey pieces, but maybe you want to keep the price down on the rest of the cards? Or not ... either way is totally cool, it's just about getting recommendations that will be the most helpful.
- When first starting out, I totally recommend checking out other decks ... you can ask questions of the authors, and playtest them to see what works for you ... it won't be long and you'll be helping out other people! Here are some Urza decks that people have been working on recently and here are the top-rated Urza decks on the site.
- All that said, if I wanted to play an Urza Deck, I'd probably start with something like this: Urza Starter Pack.
Good luck (and good skill!) with Urza and again: Welcome to Commander!
Cheers!

Phyrexian Incinerator
Creature - Phyrexian Horror
Menace
Whenever a source deals damage to this creature, this creature deals that much damage to each creature the source's owner controls.
5/5
I considered giving it Haste or First strike, but Haste felt a bit too busted. I guess you could read the card with Haste instead, but /shrugs.
Repeat on either making a different interpretation for Red, make the Green "Obliterator/Vindicator", or make a Colorless Phyrexian Obliterator instead.

Airbender Ascension is good removal, and you can flip your Warp creatures to come back into play for free once it's activated. Maybe cut 1 Mardu Devotee and 1 Timeline Culler for two copies of Ascension if you like the card.

It confused me at first too. I'm used to other sites where you can set a default artwork for a card, and then every time you use it again in the future it will default to the selection. I could still change it, but at least the art was consistent across decks so I could move quickly and recognize the exact card every time.

Noticed your Help tag, and request for some general feedback ...
Biggest advice I could give -- especially if you're aiming for Bracket 4 -- is to invest a bit in your manabase for sure, and maybe in some more mana acceleration/cost reduction effects.
With a 4-mana Commander who wants to be casting multiple 3-mana spells a turn, I'd recommend 38 Lands (with as few Tap Lands as possible), 12 mana acceleration effects (costing 2-mana or less, to help power out Y'shtola on Turn 3), and 4 cost reduction effects or slow mana sources (costing 3 mana or less, to help power out 2x spells a turn starting on Turn 4).
Some possible Lands (with more options over at Managathering.com):
- Fetchable Triome: Raffine's Tower
- MDFCs: Hengegate Pathway
Flip, Clearwater Pathway
Flip, Brightclimb Pathway
Flip, and maybe Waterlogged Teachings
Flip (not sure if it's worth it as the Land side enters Tapped)
- Missing Fetch Lands: Marsh Flats, Flooded Strand
- Missing Battlebond Lands: Sea of Clouds, Vault of Champions
Possible Fast Mana sources:
- Fellwar Stone
- Thought Vessel
- Mox Amber and Mana Vault (worth mentioning, even if they're too spendy)
Possible Cost Reducers/Slow Mana Sources:
- Lyse Hext
- Alisaie Leveilleur
- Grand Arbiter Augustin IV (I know he's 4 mana, but he's really good)
- Relic of Legends
- Bender's Waterskin
Good luck (and good skill!) with Y'shtola!
Cheers!

Mister Universe
Legendary Creature - Human
Artifacts you control don't untap during your upkeep for as long as you control Mister Universe.
Mister Universe gets +1/+1 for each tapped artifact you control.
Mr Universe has first strike if you control 3 tapped artifacts, doublestrike if you control 6 tapped artifacts, and trample if you control 10 tapped artifacts.
Whenever an artifact you control leaves the battlefield, Mister Universe does 1 damage to itself.
1/1
The flavor being he is lifting the artifacts, so they can't be used elsewhere. Also, hope he doesn't drop them, that hurts xD
I wanted to do some sort of instead of untapping an artifact, put a counter on him type thing. but that was WAY harder to balance around.
Create a new Phyrexian Obliterator/Vindicator style card in either Red, Green, or Blue.

Love the list! Excellent elaboration, dynamic gameplan, easy +1.
I would highly recommend an Overlord of the Balemurk. It has been creeping into more of my lists and always feels fantastic.
Spelunking is one that I deliberate whenever I consider its inclusion, but its simply far more explosive than its cost suggests. It at least replaces itself and at most synergizes wildly with cards you are already playing.
I see that Ripples of Undeath. You know its potential. If you're contentedly casting Cemetery Tampering, you'll like this one.
Welp, that's all from me! Happy casting!

If you really want to push your playgroup’s patience, Dimir Supercontrol is the one. It’s the most consistent at shutting things down—counters, removal, and plenty of ways to slow the whole table to a crawl. The other two decks can be strong, but they’re not nearly as reliably frustrating as full-on Dimir control.

It's actually quite simple, Balaam__. You're playing a Draw - go deck meant to win the game by way of phase changes. If you over draw the deck without hitting the win condition you find in the second sun archetype cards, which both add a second upkeep phase and that includes the extra draw, you can easily hit that necessary card amount. you use something like Thassa's Oracle. For when you can't outpace burn tactics, the Grimoire and the Venser's Journal both provide some utility. But, I digress- the intent is to use draw spells and untap mechanics in tow with High Tide to generate an explosive amount of mana. The rearranging of the turn structure so that hit another upkeep phase is for Triskaidekaphile. Hope that helps.

This should be called Stack Attack because you aren’t battling the opponent, you’re at war with the convoluted rule structure of the game itself. Too highbrow for this simple minded clod; me prefer cheat out big creature for much power.

Oh, head to head, Tyrite Sanctum wins all the way. It provides buff at a cheaper cost, comes into play untapped guaranteed, and has an option to provide protection. It can also target your opponent’s creatures for some political gains.
However, if you put Abandoned Air Temple head to head to a Plains, it’s practically a better Plains since it adds for white as long as you look past it coming into play tapped sometimes.
So why not run both? :)

Glad I could be of assistance. Your commander costs 6 and is expensive to recast, even with coffers + artifact ramp. If you don't mind losing a draw, Volrath's Stronghold can be a backup plan (and slightly helpful against grave hate) for those late games where he inevitably costs too much.
Loving the fetchland synergy with rings. Not to mention with urborg out, u can keep them "as swamps" and use them for top deck manipulation (with top).

Like some of these a lot, kind of took out some of the more dead "combos" that were filler.
Also Cabal Stronghold was always kind of meh to me, so making me go back and look at it made me look at my mana base all around and change it up. It's probably better now.

clayperce Oh I get the infinite combo thing. I won't lie I'm a combo player so I find a LOT of accidental infinites. I didn't even realize Anointed/Spawning Pit combo, so I appreciate that lol.
My goal in games is, if we say "no infinite combos" to avoid it. If I can make infinite creatures but we don't want infinite I cap it at 10. Still, that's only good if you realize your deck goes infinite haha!
And honestly I build A LOT around Mobilize in my shell. In fact the original deck title was "Mardu: Roll Out!" because I built it around Mobilize. Then I added aristocrats when I realized it was less effort than trying to keep tokens from dying automatically.
And honestly I'd keep Pitiless Plunderer if it's that good. Unless two things are equally good for your board, go with whatever fits best!
And ultimately don't be afraid to add in weird or interesting cards you personally like. It's why my Necropotence is white border. If you look, my physically completed decks have at least 1 white bordered card. This started because in my Gisa and Geralf deck, my only option for an affordable copy of Zombie Master at the time was white border. I kept that tradition up and in Lathril I have Concordant Crossroads in white border, and Necropotence in Zurgo as white border. For you, try to add a little something of your own in here. That's when the deck becomes yours! Or find something your friend likes. That's the best advice I can give honestly, because it makes the games fun. I think my Endrek Sahr will use a white border Bolas's Citadel, for example.
If you need anymore help don't hesitate to reach out! I don't check TappedOut super often but I'll get to you ASAP!
