Updated for SOI standard —April 9, 2016
Notable changes other than land base changing:
-added a fourth Ojutai's Command mainboard to make up for loss of Tranquil Cove. moved the second copy of Secure the Wastes to the sideboard
-trying a new removal suite more suited to draw-go, removed 4 Silkwrap, moved one Quarantine Field to the sideboard and added 3 Stasis Snare and 2 Immolating Glare
wow this deck is impressive. im starting to get back into control with a W/U awaken control deck. thanks for something to look at :)

I could be compleatly wrong in this, but it feels like Sphinx's Tutelage would work wonders as a wincon. Milling your opponants quickly with every draw. Not to mention when you have 6+ mana open when they pass turn, you can filter your hand for something you may need.
Overall, I really like the feel of the deck. It's pretty anti-meta and lots of people play tons of creature removal, which will all be dead cards vs you. Retreat to Emeria might be a good choice with every land drop, you get a 1/1 token for blocking and stalling another turn, or maybe when you get a few, landfall to pump your team and win.
The last reccomendation I can make is adding 1 mighty, big, fearsome creature (like Ulamog, the Ceaseless Hunger) as a 1-of for a late game finisher. Hold until you have 12ish mana, cast and hold up Negate or other counterspells.
All in all, good luck, I think it would be fun (just not to play against)

Not sure when you last updated the deck, but I think Prairie Stream is better than the Mystic Monastery, simply because of the times where it comes into play untapped, turning itself into Tundra.

Depending on your meta, I would take out either 2 or all of the End Hostilities for Planar Outburst which does almost the same thing but with a possibility of awaken.

Ok - I see a deck that has some spell negation - whoopee!! What I don't see is any possible win condition. It is fine to stall while you build to a killer combination, but there is just no killer combination. I suppose that there are 2 possible fixes...

I could easily see this deck drawing every round. Sure your opponent might not be able to cast much, but you have 2 wincons in the deck, and they're not powerful wincons.
Thing in the Ice, Jace, Vryn's Prodigy Flip, or Dragonlord Ojutai are necessary if you ever want a game to end (except for frustrated opponents just getting up and walking away. I suppose table flipping is a wincon).

I have actually been away from magic for about 4 months due to school but am going to update this deck and take it to SOI game day. Just to address some comments:
sea.moose I will definitely be picking up a set of Prairie Stream now that the price has dropped nicely and likely a set of the less good Port Town to replace Tranquil Cove and Mystic Monastery
TheBigPoohBear I was keeping End Hostilities because I didn't use awaken much on Scatter to the Winds (in fact I am likely going to sub in Void Shatter as I find its effect more useful). I preferred the chance to wipe my opponents awakens but I will be getting Planar Outburst now that End Hostilities is rotating
Murphy77 I guess you didn't see the 2 main board Secure the Wastes. Those along with Mage-Ring Network and the two Learn from the Past for cycling my deck form the creature spell-less win con package :P
TheGreatLiar I actually rarely draw with this deck. You just need to be able to take quick turns.I enjoy this kind of play-style (I know many people don't and that is fine) and always have. No one has rage quit yet and in fact I get a lot of people who think it's hilarious when I Secure the Wastes for 30 on their end step (not uncommon if you are feeding the Mage-Ring Network) or Learn from the Past myself.

I'm thinking of adding the Westvale Abbey Flip and Thing in the Ice Flip I drew at pre-release and cutting one Mage-Ring Network and one Dragonlord's Prerogative to make space for them. This is just to add a few more win cons as I think Secure the Wastes is the only one at the moment.
Do you have any more ideas for the last few sideboard slots?

Thanks for the interest xanor. The maybeboard has a bunch of options for small creatures to replace Arashin Cleric for the aggro matchup. I am leaning towards Cleric of the Forward Order or Fortified Rampart. I would also include 1-2 copies of Descend upon the Sinful. Hard to say because I don't know what the meta will be like yet. Let me know how Westvale Abbey Flip and Thing in the Ice Flip work out I have been considering their potential.

Considering that there are literally no creatures in this deck, Narset Transcendent seems like a very good idea (not to mention her ult works perfectly with the deck's title).
And how did you know I hate casting spells? you must be psychic or something.

Umbreomancer you raise a good point... I had considered her back when the deck ran creatures but she didn't really fit. Given the current state I'd say she could be a monster. I might do some play-testing and see if I can grab a couple copies.
And yes. yes i am.

I cant see how you would win with this deck, there is quite a few counter and draw spells, two creature generating spells and 4 board wipes ... how are you planning on winning with this deck with not even a single solid creature or milling mechanism. Just curious not trying to be an ass as i am trying to build a solid blue white awaken deck.
