Why is Sway of the Stars on this list? I understand that it is a powerful card, but it costs 10 mana to cast, so that should limit how often it can be cast (Jin-Gitaxias, Core Augur, however, fully deserves to be on this list, in my mind, because of how powerful he is).

StarRushford Shuffling in (Collision of Realms, Sway of the Stars, The Great Aurora) would get Eclipse off the battlefield. If you count theft as removal, and depending on how the last ability works (...instead they are put onto the battlefield under your control vs. under its owner's control), something like Insurrection + boardwipe would work.

Personally, if we're going to have a whole bracket system, we may as well just unban everything that isn't an ante, conspiracy or is racist and set a minimum bracket for specific cards. Such as all cards currently banned means you can only play it in Bracket five while a card like Teferi's Protection can only be played in perhaps(?) no lower than bracket 3.
With that said I don't think there was a bad call the whole announcement. I know Y'all aren't happy about Coalition Victory. However, it's a spell with a mana cost of 8 and every color except Green has at least one counter spell with a mana value of 2 or less that can handle it. Not to mention the countless spells that cost one black mana to force a discard and there's cards like Naturalize to destroy Dryad of the Ilysian Grove or Leyline of the Guildpact(which some players won't be able to afford purchasing, anyways) as soon as Coalition Victory is cast.
While I don't ever see myself building a deck around Braids, Cabal Minion I can definitely see someday putting her in the Juri, Master of the Revue Deck I am currently building.
Because Sway of the Stars is now unbanned, it's not that difficult to win a game of Commander with Battle of Wits in it. One just needs to activate Spawnsire of Ulamog's 2nd activated ability to put a lotta Eldrazi on the battlefield, target Battle of Wits with Oblivion Ring or Detention Sphere, then cast Sway of the Stars for the win. Provided you can find a playgroup willing to tolerate a wish board of 103 or more cards.

When I was first getting into Commander, I bought Braids, Cabal Minion out of a binder with the plan to make her a commander. I later found out she was banned by my playgroup.
Not actually happy she is unbanned. I'm probably going to build her now but it's going to be degenerate. Braids, Sol Ring, Dark Ritual, Ophiomancer, et cetera. It's going to work great 85% of the time and anger people 100% of the time. I'll then shelf the deck and bring it out once a year. I know I'll initially try to build her weaker but the end result in a known.
Coalition victory also seems unnecessary. The other unbans seem fine. Sway of the Stars might make it into my suspend deck. Mostly glad to hear no more change for the rest of the year.

With today's banned and restricted announcement, I have removed Braids, Cabal Minion, Coalition Victory, Gifts Ungiven, Panoptic Mirror, and Sway of the Stars from this list, and, as a side note, I do not at all agree with Braids being unbanned, since she was banned for a very good reason.

This has a link to an hour-long video I don't have the time and focus for right now, but to summarize the summary:
Not every card will be bracketed. Some cards, like Thassa's Oracle and friends, will be bracketed based on their combo power instead of face value strength. Other cards will be bracketed based on "fun-ness". Stax, prison, MLD, and similar effects will probably be in bracket 3-4. Your deck's power level is equal to the highest individual card power level. Unbanning cards is possible, but not yet confirmed. No further cards are expected to be banned.
Moving into personal opinion, cards I'd like to see unbanned that I don't think will break anything too much:

Biorhythm (alternate win con for green, high cost, sorcery speed)

Gifts Ungiven (although double tutor + graveyard stuff might still be too much)

Leovold, Emissary of Trest (probably over the line, but I want Sultai Elves!)

Coalition Victory if you manage to have all that out and have the spell resolved you deserve the W.
Sway of the Stars would also be one I'd like to see come off. Seems like a less miserable Worldfire

However, I think you may have missed that fact that Sway of the Stars sets each player's life total to 7 as part of its effect. This means that a subsequent Cerebral Vortex would deal lethal damage. Alternatively, a Lightning Bolt and a Char would do the trick.
Mana Seism is indeed the main way this deck would cast a quick Sway of the Stars, and the aim would usually be cast it on turn 6 at the earliest or 7 or 8 more realistically. A turn 7 Seism puts you up to 12 mana, so two treasures or extra mana from Mage-Ring Network would give you the requisite 14 mana to be able to cast Sway and either Vortex or Bolt+Char. Also a Sway into Unexpected Windfall would give you a strong start in the "reset" game.
I will happily admit that, by the standards of a competitive Modern deck, this plan is still quite hard to pull off. The deck is supposed to be a Combo+Control deck, so the plan is really to stall out until you can combo off rather than accelerate the combo to an earlier turn. It is not designed to compete in competitive Modern tournaments, but if you do have any suggestions about how to make it stronger without completely losing sight of the deck's main plan, then I would still appreciate them.
