I've been play testing this for a while and have been getting some promising results. I think Ojutai's Command will definitely be added to the main deck soon. I am probably going to reduce the number of creatures but will have to tinker with that a lot. Silumgar Sorcerer is really only good if a creature is on the field so if I remove enough creatures he probably won't have a place in the main board anymore. I am getting interested in Jace, Vryn's Prodigy Flip now that it is down into an affordable price range.

Hi there , as a huge U/W fan, plus 1.
However, I would re-evaluate your counter spell suite and land count.
Condescend is close to useless on 20 lands.
You would better served to use
4x Remand
And 2x Spell Snare
Or 2x Spell Pierce
Your lands are fine but throw in a couple Glacial Fortress
And a Ghost Quarter to at 22 minimum.
You could easily drop
2x Dissolve

Thank you so much for the up vote and suggestions. I have been thinking of upping the land base for a while and Glacial Fortress will be perfect. I will definitely try out the counter spells you recommended. I'm leary of Rune Snag as it didn't test well for me when I proxied it but I'll give it another chance.

Rune Snag is definitely not the best, just throwing it out there.
No matter where I end up with this style deck,
I land on 4x Mana Leak / 4x Remand / 2x Spell Snare
And use 2x Dispel 1x Hindering Light in the side.

Spell Burst Is a great way to lock most decks out of the lategame once you've got a bunch of lands, is still useful early game, and is classy when comboed with flipped homonculi for extra prowess. Think Twice is nice for instant speed draw. If you find yourself in mirror matches Memory Plunder is a fantastic response to snapcaster and gearhulk. Ceremonious Rejection is fantastic sideboard against tron and affinity. The trick to making budget control work though is metagaming and sideboarding- task-specific tools are usually cheap, its just a case of having the right ones, and possibly Mystical Teachings (for gearhulk). With regard land count, control decks like these are not interested in missing land drops, as with most "draw-go" strategies. As such, you should honestly play even up to 25 lands. Of course, it is preferred to have some of those lands be manlands, which can serve as a win condition as well, but still, the point remains.
If you have some extra budget to work with, I would replace Thraben Gargoyle Flip and Wall of Denial with 4x Wall of Omens. The draw power is too strong. I would also consider some instant speed card draw to facilitate better the draw-go strategy. Suggestions include: Sphinx's Revelation (if you can afford it), Blue Sun's Zenith, or even Think Twice. Being instant speed allows you to hold up your mana for counterspells, and if your opponent doesn't have anything worth countering, you can end of turn draw.

Thank you all for the suggestions. I have made some changes to the deck but I haven't had a chance to update it on here due to some personal stuff going on. I'll hopefully have time to sit down and go through it all soon.

For players who have the money play Snapcaster Mage instead of the 2 Aether Theorist and 2 of the Curious Homunculus Flip. Including Snapcaster Mage will speed this deck up while maintaining the theme of shutting your opponent down and playing on their turn.
