ok start. you seem new. I can make a lot of suggestions that will still keep it very budget. start with replacing Eviscerate with 4x Murder. more suggestions to come

UPDATE So after a few plays, I made some adjustments which I believe just made this stronger. Eviscerate was too slow, so I replaced it with Vicious Offering, which also helps against indestructible. Tetsuko was replaced by Hope of Ghirapur and Skyscanner to really keep Traxos, Scourge of Kroog going. I threw in 1 Sai, Master Thopterist, which allows for quite a few flying nuisances and a draw engine, and 2 Suspicious Bookcase for deadly swings with Torgaar, Famine Incarnate.Abnormal Endurance was added to annoy my opponents even more and then I threw in Blessing of Belzenlok to gain some life off Traxos, Scourge of Kroog and Torgaar, Famine Incarnate. Should be able to drop Torgaar, Famine Incarnate on turn 4 more than 50% of the time with these new additions. Cheers

You got an Ajani foil promo? That's luck right there. I would take out Eviscerate, Gideon's Reproach and Cast Down and replace them with Murder (and put Cast Down on the sideboard to sideboard in when you see a deck without legendary creatures). If you are focusing on having a lot of legendary creatures in this deck, then I would add 2 more of Benalish Honor Guard, as that thing can be scary with a ton of legendary creatures on the battlefield. I don't really think that Cabal Paladin is really that good, so I would take that out if I were you. I would also take out Urgoros, the Empty One (a 4/3 for 6 mana doesn't sound to good, and his ability is meh). Arvad the Cursed is really good in this deck, but I would only have 2 of him in here because you don't want 2 of the same legendary in your hand. Zhalfirin Void should be taken out as you are not running a colorless mana deck. Cabal Stronghold is a little slow for me, but you can keep it in there if you want to. Angel of the Dawn doesn't seem the best as you have to spend 5 mana (which, most of the time, means you can only play that creature) just for a +1/+1 until end of turn. Divest is a good card, but I really think it would be more disappointing to have that be drawn then maybe another knight card in your deck (plus this deck has to get down to 60 cards anyways). I would also get rid of Forsaken Sanctuary for more Isolated Chapel.

TL;DR: Remove: 2 Eviscerate, 1 Cast Down, 1 Urgoros, the Empty One, 1 Arvad the Cursed, 2 Zhalfirin Void, 1 Angel of the Dawn, 1 Cabal Stronghold 1 Divest, 2 Forsaken Sanctuary Add: 4 Murder, 2 Benalish Honor Guard, 2 Isolated Chapel Add (to sideboard): 2-4 Cast Down

Again this is just my recommendation. If you find that some of the cards you are playing with that you feel down have a big enough impact to help you win, then you should take those cards out and add in either a multiple of a card that you know is good in your deck, or try an entirely new card. Sorry that this is long, but I wanted to explain my reasoning for each suggestion. Nice deck you have here (giving it a +1) and good luck at FNM!

No, it doesn't work that way, and the way it was played out in your example wasn't right either.

First, there's one big problem with the original example: Eviscerate is a sorcery, and can't be cast during combat or as a response to anything without help from other cards. Let's pretend it was a Murder instead.

If Heart of Kiran isn't actually a creature yet then the Murder can't be cast at all. You have to be able to choose legal targets in order to start casting a spell in the first place. However, after the Crew ability resolves everyone will get another chance to respond before the game moves on to the point where the defending player starts declaring blockers. Murder can be cast at this time since the Heart is now a creature.

So the other day I was playing a 4-player EDH match. One of the players swung with their creatures, and the defending player decided to crew their Heart of Kiran to block with.

While the crew ability sat on the stack, waiting to resolve, another player cast Eviscerate, targeting Kiran.

The defending player sighed and put Kiran in their graveyard and took the combat damage.

But wasn't this technically not correct?

Kiran's ability is sitting on the stack with Eviscerate sitting on top of it. So when Eviscerate resolves first (Since it's the last item on the stack) it wouldn't have a legal target because, as of that particular moment, Kiran isn't a creature just yet.

So wouldn't Eviscerate have an illegal target and thus be sent to the graveyard without resolving, THEN Kiran becomes a creature and is now able to block the incoming attack?

About Black Removal:

The 2x Doom Blade has been downgraded into 2x Hand of Death. 2x Eviscerate has been added. In general, I'm slowing down the speed of black's removal to avoid feels-bad turns when Green attempts to resolve a fatty only to get blown out in tempo because black left open two mana. However, I added more removal overall because I gave green massive upgrades in both speed (It has dorks now! A lot of them in fact!) and to the power of its finishers. I'm carefully watching the balance for now and if necessary I will add the Doom Blades back as 2x Dark Banishing.
